Jordan Environmental Union

Jordan Environmental Union is participating in the Eighth GEF Assembly (GEF Assembly 2026) in Samarkand, Uzbekistan, representing Civil Society Organizations from West Asia within the GEF CSO Network.

This participation comes at a critical moment often described as the “last sprint to 2030,” as representatives from 186 countries gather to shape the future of global environmental finance and accelerate action on biodiversity conservation, climate resilience, pollution reduction, and community-led environmental initiatives.

The Union reaffirms the importance of ensuring that the voices of local communities, Indigenous Peoples, youth, women, and civil society organizations are reflected in global environmental decision-making processes, contributing to environmental justice and sustainable development at national, regional, and international levels.

يرحّب اتحاد الجمعيات البيئية (النوعي) بالقرار التاريخي الصادر عن الجمعية العامة للأمم المتحدة بشأن تعزيز المساءلة القانونية للدول تجاه تغيّر المناخ، وما يمثّله من ترسيخ واضح لمبدأ العدالة المناخية كجزء من الالتزامات القانونية الدولية غير القابلة للتجاهل أو التأجيل.

إن هذا التطور الدولي المهم، والذي يأتي تأكيداً على الرأي الاستشاري لمحكمة العدل الدولية، يعكس تحولاً جوهرياً في منظومة الحوكمة المناخية العالمية، حيث لم يعد التعامل مع أزمة المناخ خياراً سياسياً أو التزاماً أخلاقياً فقط، بل أصبح إطاراً قانونياً يفرض على الدول واجبات واضحة تتعلق بخفض الانبعاثات، وحماية الحق في بيئة سليمة، وضمان عدم الإضرار بالأجيال الحالية والقادمة.

ويؤكد الاتحاد أن هذا القرار يشكل فرصة لتعزيز العدالة المناخية، خاصة في دول الجنوب العالمي ومنطقة الشرق الأوسط وشمال إفريقيا، التي تواجه آثاراً متسارعة من التصحر وندرة المياه وارتفاع درجات الحرارة وتزايد المخاطر البيئية والاجتماعية.

كما يدعو الاتحاد إلى:

1- تسريع الانتقال العادل نحو الطاقة المتجددة
2- وقف التوسع في الوقود الأحفوري
3- تعزيز التمويل المناخي للدول الأكثر تضرراً
4- تمكين المجتمعات المحلية ومنظمات المجتمع المدني من المشاركة الفاعلة في السياسات المناخية
5- تفعيل الأدوات القانونية الوطنية لمواءمة التشريعات مع الالتزامات الدولية الجديدة

ويؤكد الاتحاد أن المرحلة القادمة تتطلب إرادة سياسية حقيقية، وشراكة دولية عادلة، تضع الإنسان والبيئة في صلب عملية التحول نحو الاستدامة.

The Jordan Environmental Union welcomes the historic resolution adopted by the United Nations General Assembly affirming and reinforcing the legal implications of climate change obligations for States, and endorsing the advisory opinion of the International Court of Justice on climate responsibility.

This landmark development represents a fundamental shift in global climate governance. Climate action is no longer confined to political commitment or voluntary ambition; it is increasingly grounded in international legal obligations that require States to prevent environmental harm, reduce greenhouse gas emissions, and safeguard the right to a clean, healthy, and sustainable environment.

The Jordan Environmental Union views this resolution as a critical step forward in advancing climate justice, particularly for vulnerable regions such as the Middle East and North Africa, where communities are already experiencing severe climate impacts including water scarcity, land degradation, rising temperatures, and growing socio-economic vulnerability.

We call on the international community to translate this legal momentum into concrete action by:

1- Accelerating a just and equitable transition toward renewable energy systems
2- Ending the expansion of fossil fuel production
3- Strengthening climate finance commitments to developing and climate-vulnerable countries
4- Ensuring accountability mechanisms for major emitters
5- Enhancing the role of civil society and local communities in climate governance

The Union emphasizes that this moment must mark a transition from recognition to enforcement, from commitments to accountability, and from pledges to measurable implementation.

Climate justice is not optional—it is a legal and moral imperative for present and future generations.
