نظر لزيادة عدد الخريجين الذين يحملون شهادة الثانوية العامة , و نظرا لوجود رغبة لدى بعض الجامعات في المنطقة العربية بالتعاون مع جامعات اجنبية رصينه و معترف بها عالميا لتنفيذ برامج جامعية مشتركة من خلال توقيع اتفاقية توأمة فيما بين الجامعات العربية و الجامعات الاجنبية , فاننا نتمنى ان يوافق المجلس الاكاديمي في جامعتكم على اتاحة الفرصة امام الطلاب في المنطقة العربية للدراسة في جامعتكم من خلال التخصصات التي تخدم الطالب و تلبي حاجة المجتمع المحلي .
Pakistani universities
According to the increasing of the number of graduates who hold a high school diploma, and because of the desire of some universities in the Arab region in cooperation with reputable and globally recognized foreign universities for implementation of joint university programs through the signing of a twinning agreement between an Arab universities and Institute of Business Management , we wish to approve academic Council in your Institute to provide an opportunity for students in the Arab region to study in your Institute through the spe specialties that serve students and meet the needs of the local community.
نحن نقترح على مجلس جامعتكم ان تنظر باهتمام لهذا الموضوع لتحقيق الفائدة لجامعتكم و المساهمه في تنمية المجتمعات العربية من خلال اتاحة فرصة الدراسة للحصول على الدرجات الجامعية في التخصصات الانسانية باستثناء تخصصات الطب و تخصصات الهندسه .
في الحقيقة ان عدة جامعات امريكية و جامعات اوروبية قامت بتوقيع مثل هذه الاتفاقيات مع جامعات عربية الا ان اسلوب طريقة هذه البرامج و عدم وجود ادارة مركزية مباشرة للبرنامج قد سبب عدم نجاح مثل هذه البرامج بشكل يلبي الحاجة للتعلم في الدول العربية .
We propose that the Council should consider your Institute attention to this issue to achieve for your Institute interest and contribute to the development of Arab societies through the study made available opportunity to get university degrees in disciplines with the exception of humanitarian disciplines / except medicine and engineering specialties .
In fact, several American universities and European universities has signed such agreements with Arab universities, but the style of the way these programs and the lack of direct centralized management of the program has caused the lack of success .

اهم خطوات و متطلبات تنفيذ هذا البرنامج :
بما ان هذا المشروع هو عبارة عن تنفيذ برنامج جامعي لمعهدكم خارج الباكستان لدرجة البكالوريوس و الدبلوم العالي و الماجستير و الدكتوراة و حسب التعليمات التي سيتم اصدارها من طرفكم لهذا البرنامج او حسب التعليمات التي سنرسلها لكم لاعتماده و الموافقة عليها , فانني الخص الخطوات الرئيسية التي سيتم تنفيذ البرنامج وفقا" لها و كما هو مبين بادناه :
The most important steps and requirements for the correct implementation of this program:
Since this project is the implementation of the university program for your institute outside Pakistan ( bachelor's degree and the Higher Diploma , MA and PhD ) according to the instructions that will be issued by you to this program, or according to the instructions that we will send to you for adoption and approval, I summarize the main steps that will be implemented the program according the following points :
المرحلة الاولى :
1 . ان يكون معهدكم ضمن الجامعات و المعاهد العالمية المعتمده لدى الدولة التي سوف يتم تنفيذ البرنامج خصوصا" الدول التالية : الاردن , العراق , مصر , المغرب , السعودية , تركيا.
2 . ان يكون معهدكم مخول من قبل المجلس الاكاديمي للمعهد و وزارة التعليم العالي الباكستانية بتنفيذ هذا البرنامج خارج الباكستان حسب التعليمات التي سيتم اعدادها لهذا البرنامج.
3 . نقترح ان يكون الاسم المعتمد لهذا البرنامج هو : ( البرنامج الدولي ) , و ان يتم بيان اسم هذا البرنامج على الموقع الرئيسي للمعهد ضمن البرامج التي ينفذها معهدكم مع بيان التخصصات التي يتضمنها هذا البرنامج وبيان الادارة المخولة لادارة هذا البرنامج ( نحن ) .
First Step :
1. Your institute must be within the international universities and institutes accredited to the State which will be the implementation of the program, especially the following countries: Jordan, Iraq, Egypt, Morocco, Saudi Arabia, Turkey .. as a first step ..
2. Your institute to be authorized by the Academic Council of the Institute and the Ministry of Higher Education of Pakistan to implement this program outside Pakistan according to the instructions to be prepared for this program .
3. I propose to be adopted for this program name is: (International Program ), and that is the statement of the name of this program on the main site of the Institute within the programs carried out by your institute with a statement disciplines included in the program and a statement authorized to administer this program administration by( me : Dr.Nawash & Dr.Ayman).
4 . توقيع اتفاقية عمل مشترك بين معهدكم كطرف اول وبين ادارتنا كطرف ثاني يبين في هذه الاتفاقية الحقوق و الواجبات لكل طرف بما فيها حقوق الادارة و الاشراف و التنفيذ و الحقوق المالية لكل طرف .
5 . اعداد تعليمات و انظمة للبرنامج صادرة و مصادق عليها من طرفكم ليتم تنفيذ هذا البرنامج وفقا" لتلك التعليمات و الانظمة .
6 . بعد ذلك يتم عرض هذا البرنامج على الجامعة في اي من الدول اعلاه و التي سيتم تنفيذ البرنامج من خلال حرمها الجامعي بعد ان يتم توقيع اتفاقية توأمة بين معهدكم كطرف اول وبين تلك الجامعه كطرف ثاني تتضمن هذه الاتفاقية بان الطرف الاول سينفذ برنامجه الدولي ويشرف على جميع المراحل التي تتعلق بهذا البرنامج بينما يسمح الطرف الثاني للطرف الاول باستخدام حرمه الجامعي ( القاعات و المختبرات ) لغايات تنفيذ هذا البرنامج من خلال ادارة خاصة يتم تعيينها من جانبه في الدولة التي سيتم تنفيذ البرنامج بها .
4. Signing of a joint academic working agreement ( MOAA ) between your institute as a first party and me as a second party shows the present Convention rights and obligations of each party, including the rights of the administration and supervision, implementation and financial rights of each party.
5. Preparation instructions and regulations issued and confirmed by your side for the implementation of this program according to the those instructions and regulations.
6. After that This program is presented to the university in any of the above countries and that program will be implemented through its campus after the signing of the twinning agreement between your institute as a first party and that university(s) as a second party , this agreement include that the first party will implement its international program oversees all stages that relate to this program, while the second party allows to the first party using its campus (the halls and laboratories) for the purposes of implementing this program through a special department is set for his part in the state program will be carried out.

المرحلة الثانية :
1 . يكون من حقنا الاشراف و الادارة و التنفيذ لهذا البرنامج بموجب اتفاقية العمل المشترك التي يتم توقيعها بين معهدكم و بيننا حسب التعليمات التي سيتم الاتفاق عليها بيننا وبينكم باعتبارها التعليمات المعتمده لتنفيذ هذا البرنامج , بما في ذلك اجراءات الاعلان و التسويق للبرنامج , تعيين المراكز الفرعية , تعيين الموظفين , تسجيل الطلاب وقبض الرسوم الدراسية منهم , اعطاء المحاضرات , اجراء الامتحانات , واعداد النتائج , استلام الوثائق المطلوبة للتسجيل , و اعتماد الكتب و المراجع الاكاديمية للمواد الدراسية للتخصصات الوارده في هذا البرنامج و تعيين اللجان التي يجب تشكيلها لغايات تنفيذ البرنامج ( مجلس اكاديمي للبرنامج , لجنة الامتحانات ) . و جميع ما ذكر اعلاه سيكون حسب التعليمات الخاصة بهذا البرنامج .
The second Step:
1. It is my right to supervision and administration and implementation of this program under the joint academic work agreement( MOAA ) that is signed between your institute and ourselves according to the instructions that will be agreed upon between us and you as the instructions adopted for the implementation of this program, including advertising and marketing of the program measures, the appointment of sub-centers, set staff, registration of students were arrested tuition of them, give lectures, conduct examinations, and preparation of the examinations results, the receipt of documents required for registration, and the adoption of textbooks and academic references for subjects Specialties contained in this program and the appointment of committees, which must be formed for the purpose of implementation of the program (Academic Program Council, Examination Commission). And all of the above will be according to the approved instructions for this program.
2 . استقبال الممثل الذي سوف يرسل من طرفكم اثناء فترة الامتحانات و الذي سيقوم بدوره بالاشراف على الاجراءات التي نقوم بها ويتأكد من انها تسير وفق تعليمات هذا البرنامج , وسيتم تسليمه نتائج الامتحانات لغايات اعتمادها من طرفكم و اعادة اصدارها لنا لابلاغ الطلبه بها و كذلك تسليم ممثلكم صورة من وثائق الطلاب الذين تم تسجيلهم بهذا البرنامج .
3 . يقوم معهدكم باصدار شهادات التخرج و كشف العلامات للطلبة الذين : اكملوا متطلبات التخرج وتم تسجيلهم حسب و صدر لهم قبول رسمي من معهدكم و اكمال دفع الرسوم المستحقه عليهم ) حسب تعليمات البرنامج على ان تكون تلك الشهادات موقعه و مختومة من معهدكم و مصادق عليها من وزارة التعليم العالي الباكستانية وكذلك سفارة بلد الطالب / الملحق الثقافي الموجودة في الباكستان .
2. We will receipt one or two person from your side may will be sent by you during the exam period to supervise the actions that we do and makes you side sure that it's going according to the instructions of this program, and will be handed over the results of the examinations for the purposes of adoption from you and reissued us to inform students out, as well as delivery Representative image of and documentation of students who have been enrolled in this program.
3. Your institute will issuing graduation certificates and transcript of grades to students whom : (1) have completed graduation requirements have been registered (2) issued them a formal acceptance of your institute (3) complete the payment owed fees for them by program instructions , those graduate certificates must be signed and stamped by your institute and certified by the Ministry of Pakistani High Education , Embassy of the student country / in Pakistan.
4 . ان تكون شهادات الخريجين الصادرة حسب هذا البرنامج مكافئة لشهادات الطلاب الصادرة من معهدكم للطلاب الذين يدرسون نفس الدرجة و التخصص داخل معهدكم مع عدم كتابة ما يشير الى ان شهادات الخريجين حسب هذا البرنامج هي وفق انظمة التعليم الغير تقليدي .
5 . سوف يتم تنفيذ هذا البرنامج ( المحاضرات , الامتحانات , البحوث التي يقدمها الطلاب ) حسب لغة التدريس المعتمده في دولة الطالب على ان تكون هذه اللغة هي واحده من اللغات التالية ( اللغة العربية , اللغة الانجليزية او اللغة الفرنسية ) , باستثناء ملخص البحوث لدرجة الدبلوم العالي , الماجستير و الدكتوراة يجب ان يكون باللغة الانجليزية .
6 . اسماء التخصصات المقترحه التي يمكن تنفيذها حسب هذا البرنامج بشكل كمرحلة اولي هي :

9 . يلتزم معهدكم بارسال دكتور مفوض عن المعهد لليقوم بالتاكد من اننا ملتزمون بتنفيذ البرنامج حسب التعليمات الخاصه و استلام نتائج الامتحانات و استلام وثائق التسجيل التي قام الطلاب بتسليمها لنا .
