Commissioner:

"Budget experts are predicting a decline in revenue of a billion dollars in the coming fiscal year. Since there is no possible way to increase the funds that are readily available, the only choice we have is to decrease spending. I here present a plan that would create savings of a billion dollars over the upcoming fiscal year. We will therefore be able to solve this current problem, upon adopting this plan."
