Background: The mission of the International NGO Safety Organisation (INSO) is to support the humanitarian community with information, analysis and advice that enhances situational awareness, supports informed decision-making, strengthens operational practice and enables humanitarian access.

Basic Functions:The Data and Operations Analyst (DOA) will work under the supervision of the Safety Advisor (SA) and ensure the implementation of all INSO services in a particular region. The DOA shall fulfil higher duties on behalf of the SA in his/her absence.

Duties & Responsibilities:
Provides NGOs with credible information and contextual analysis of the local and regional humanitarian access and operating risks specialising in the Northern areas
Responsible for writing comprehensive reports (in English) on the provincial and regional situation as it relates to INSO services
Gather and verify data concerning incidents and trends which affect NGO operations and programming
Producing daily incident reports/excel lists, threat warnings and facilitating weekly NGO meetings in his/her region of responsibility
Liaise closely with NGOs, the UN, and other partners to obtain information and advice
Must pro-actively maintain and/or develop a wide professional contact network in all Northern provinces, and eventually all districts within those provinces
Partly responsible for the management of the regional INSO office. This includes supervising, often remotely, up to 10 national staff
Must be available ‘on-call’ to handle any emergency or urgent information that directly affects the safety of the humanitarian NGO community
When authorised, will represent INSO at a regional level in bilateral and multilateral meetings, working groups and sessions
Prepared to undertake short, but frequent, field visits to the governorates of Erbil, Duhuk, Sulaymaniyah
Assist the SA in preparing analysis, statistical data reports, and conflict-related maps
Provide English-Arabic-Kurdish interpretation competencies when required
Act as a back-up to INSO Iraq operations for the central and southern areas of Iraq, and where cover is needed be prepared to provide temporary cover for other technical functions within the organisation

Candidate Profile
Required:
1. The ability to analyse and critically engage with a wide variety of sources and information
2. Excellent spoken and written English, Kurdish and Arabic
3. Excellent communication skills
4. Strong understanding of the geography, social as well as conflict context in the five Northern provinces (Erbil, Sulaymaniyah, Dahuk Ninewa, Kirkuk)
5. Computer skills and knowledge of Windows and Office programs—especially MS Excel, Word, and Outlook

Preferred:
1. Experience of working with NGOs
2. Experience in the field of risk management
3. Geographic Information System (GIS)-program experience (Q-GIS, Arc-GIS, etc.)
