Redesigned Edition Released: Toolkit for Ethical Engagement with Survivors

We are pleased to share the redesigned edition of the Toolkit for Ethical Engagement with Survivors, now published with a renewed visual identity, including illustrations co-created with survivors. Their reflections, ideas, and lived experiences helped shape a resource grounded in dignity, agency, informed consent, and ethical representation.

The toolkit provides practical guidance for ethical, survivor-centered, and trauma-informed engagement with survivors of ISIS atrocities by media actors, NGOs, human rights documenters, investigators, and other relevant stakeholders. It is intended to strengthen informed, respectful, and responsible approaches when survivors are invited to share deeply personal and traumatic experiences.

يسرّنا أن نشارككم الإصدار المُعاد تصميمه من دليل التعامل الأخلاقي مع الناجين/الناجيات، والذي تم نشره بهوية بصرية جديدة، تتضمن رسومات تم تطويرها بشكل تشاركي مع الناجين/الناجيات. لقد ساهمت أفكارهم وتجاربهم الحياتية في تشكيل هذا المورد، ليكون قائمًا على الكرامة، والتمكين، والموافقة المستنيرة، والتمثيل الأخلاقي.

In case you missed it, our latest report “More Than Ink on Paper” reflects on five years of the Yazidi Survivors Law (YSL).
While important progress has been made—particularly in delivering monthly compensation—significant legal, procedural, and institutional gaps continue to limit survivors’ full access to reparations and justice.

This report takes stock of achievements, highlights ongoing challenges, and outlines key recommendations for the way forward.

C4JR Report Release | Five Years of Advancing the Promise of the Yazidi Survivors Law (YSL)

Merely “ink on paper” is how ISIL survivors voiced their doubts about the commitment to deliver reparations under the YSL. To find out whether the YSL turned out to be more than “Ink on Paper”, read the C4JR 2026 report assessing YSL´s implementation five years after enactment.
The report takes stock of progress achieved to date—particularly in relation to access to monthly compensation—while documenting the remaining legal, procedural, and institutional barriers that continue to limit survivors’ full access to reparations.

It examines how key provisions are functioning in practice, including application, review, and appeals procedures, and highlights areas where greater clarity, transparency, and survivor-centered standards are needed. It also assesses the status of broader reparative measures envisioned under the YSL—such as rehabilitation, education support, land and housing entitlements, and measures linked to memorialization and the search for the missing—alongside the continuing need for credible accountability pathways for ISIL crimes.
Drawing on real-world data and survivor feedback, the report provides detailed recommendations aimed at strengthening implementation so that the YSL delivers comprehensive, accessible, and sustainable support that aligns with survivors’ rights, dignity, and lived realities.
