Professors in India are NOT entrepreneurs.
IAS officers and bureaucrats are NOT entrepreneurs.

Unfortunately,
They are made E Cell and MSME division incharge, whatever the designation may be.
They both hold authority to advise as mentors to entrepreneurs.
They both hold authority to approve funding to entrepreneurs.
and they don't hold any responsibility towards their decisions.

Only people who ran whatever form of business,
whether failed or succeeded,
should probably take a bit of formal education, such as MBA, if needed,
and only they shall be allowed to teach entrepreneurship
or offer mentoring support
or take decision about funding to entrepreneurs.
