In one of the worst terror strikes in the state of Jammu and Kashmir since the Uri attack, around 44 CRPF personnel were killed and several others injured after a terrorist rammed an explosive-laden vehicle into a bus in the state’s Pulwama region on 14 February, 2019. The Jaish-e-Mohammed (JeM) based in Pakistan claimed responsibility for the attack.

The latest attack raises serious issues regarding the security scenario in Kashmir, India-Pakistan relations and the geopolitical environment within which India must consider an effective response.The panel discussion on the ‘Aftermath of the Pulwama Terrorist Attack – Options for India’ seeks to explore the options available to India in dealing with the implications of this attack.

It is being organised by the Centre for Policy Research in collaboration with India International Centre.

About the Speakers

Ambassador Sharat Sabharwal: Sharat Sabharwal joined the Indian Foreign Service in 1975. After serving in various positions in the Permanent Mission of India to the UN in Geneva and the Indian Missions in Madagascar, France and Mauritius, he was Director / Joint Secretary in the Ministry of External Affairs in New Delhi from 1990 to 1995. The positions held by him in the more recent years have been Deputy High Commissioner of India in Pakistan (1995-99), Deputy Permanent Representative of India to the UN in Geneva (1999-2002), Ambassador of India to Uzbekistan (2002-2005) and Additional Secretary/Special Secretary in the Ministry of External Affairs (September 2005-March 2009). He was High Commissioner of India to Pakistan from April 2009 to June 2013.

Commodore C Uday Bhaskar: C Uday Bhaskar, a retired Commodore who served in the Indian Navy, is one of India's leading experts and outspoken critics on security and strategic affairs. He is currently the Director of the Society for Policy Studies (SPS), an independent think-tank based in New Delhi. He has the rare distinction of being the head of three think tanks during his career - the earlier two being the Institute for Defence Studies and Analyses (IDSA) and the National Maritime Foundation (NMF). He is a columnist, editor, and contributor of numerous research articles on nuclear and international security issues to reputed journals in India and abroad. He is also a life member of the United Services Institute (USI). He served in the Indian Navy till 2007 for 37 years. He was associated with Institute for Defence Studies and Analyses (IDSA) from 1990, served as Deputy Director from 1996 to 2004, and as an Officiating Director from 2004 to 2005. Later, he was appointed as secretary to the Government of India's task force on Global Strategic Developments.

Happymon Jacob: Happymon Jacob is an Associate Professor of Disarmament Studies at the School of International Studies, Jawaharlal Nehru University where he teaches courses on Nuclear Disarmament, India’s Foreign Policy, and National Security & International Relations. Jacob is a frequent Op-Ed Contributor to The Hindu, India’s leading English language daily. He has been organising and/or participating in the three most influential Indian-Pakistan track-two dialogues: Chaophraya Dialogue, Pugwash India-Pakistan Dialogue and, the Ottawa India-Pakistan Dialogue. Jacob also serves as the Honorary Director of the Chaophraya Dialogue (India Chapter) based out of the Australia India Institute, New Delhi.

Shyam Saran, senior fellow at CPR, is a former foreign secretary and has served as the Prime Minister’s Special Envoy for Nuclear Affairs and Climate Change, chairman of the National Security Advisory Board, and chairman of the Research and Information System for Developing Countries. He is currently a member of the governing board of CPR, Life Trustee of the India International Centre, a trustee of the World Wildlife Fund (India), a member of the National Executive of FICCI, and an independent director at the Press Trust of India.

Yamini Aiyar is the President and Chief Executive of CPR. Her research interests are in the field of social policy and development. In 2008, she founded the Accountability Initiative (AI) at CPR, which produced significant research in the areas of governance, state capacity and social policy under her leadership. AI pioneered a new approach to tracking public expenditures for social policy programs and is widely recognised for running the country’s largest expenditure-tracking survey in elementary education. Aiyar is a TED fellow and a founding member of the International Experts Panel
