Circulars Address Legality of Pre-1972 Structures: Revenue Sec In a move set to benefit thousands of house owners the Goa government has simplified the process of recognising structures existing before 1972. Revenue Secretary Sandip Jacques explained that a 2007 notification had already exempted such structures—reflected in Form I & XIV and the 1972 survey plan—from needing a fresh Conversion Sanad by treating them as settled land.Now, through three new circulars, the government has given deputy collectors the authority to issue formal certificates recognising these structures. Jacques said this step ensures clarity, streamlines approvals, and protects the interests of genuine landholders.
