My view on structure

1. Have a summary of 2-3 lines on top of cv. Make sure you have the relevant hooks in there to grab attention of the reader and get them interested in rest of your cv. Make it relevant to the position you are applying for.

2. Two page to three page for every 5 year worth of experience. No one wants to read essays about you. If you have around 10 years of experience, your cv should be max 4 pages.

3. For every job title you state, write one to two lines explaining scope of your responsibilities

4. Every critical experience or achievement you list should be at max two lines.

5. Structure every critical experience/achievement into 3 parts.
(a.) state what you achieved,
(b.) quantify it (e.g. improved from x% to y% or usd x mio reduction),
(c.) state how you did it

6. While doing step 5 above, remember step 4!

When you write the cover letter please don't talk about yourself (That's already on your resume) talk about them. the most important thing in the cover letter is for you to build a bond between you and the company that you would like to work with. It's a bridge between you and the organization. They need to see you in the role, and to do that, they have to trust you and have confidence that you really understand them.
You will ask how and what you should write. Well, you do it by telling a story. you have a lot of stories that you can tell. These stories should be around how you feel connected to the company and what it does. tell that you know that they have a unique product and service. They approach their business differently. You know that because you've done your homework on them. Your job is to explain to them how you've come to understand that, how you appreciate what they do and why it's different, better, faster, cheaper, whatever it is that draws you to the organization.
