An RPSL (Recruitment and Placement Service Licence) issued by the Directorate General of Shipping (DG Shipping) in India can be cancelled for serious non-compliance with regulatory norms designed to protect seafarers and maintain industry standards. Common reasons include engaging in unauthorized recruitment of seafarers, failing to submit mandated Articles of Agreement (AoAs) on time, submitting forged or false documentation such as CDCs or certificates, failing to respond to official notices or show-cause letters from DG Shipping, involvement in cases of seafarer abandonment, wage denial, or mistreatment, and repeated breaches of key international conventions like the Maritime Labour Convention (MLC), 2006 or the STCW Convention. When such violations are identified, DG Shipping can suspend the licence, issue a show-cause notice, and ultimately proceed with cancellation and possible blacklisting of the agency and its directors if corrective actions are not satisfactorily taken.
