DC Ramban chairs SPCA meeting, reviews animal welfare measures

Deputy Commissioner Ramban, Mohammad Alyas Khan today chaired a meeting of the District Society for the Prevention of Cruelty to Animals (SPCA) to review the implementation of animal welfare measures across the district.
The meeting was attended by ADC Varunjeet Singh Charak, ACP Sheraz Ahmed, Chief Animal Husbandry Officer Ramban Rajesh Arora, Tehsildar Headquarters Reejuta Mahajan and officers from the Indian Army, Forest Department, Wildlife Department, Municipal Committees and other concerned departments.
The Deputy Commissioner reviewed the action taken by the concerned departments on the directions issued during the previous SPCA meeting.
Detailed discussions were held on sterilisation and vaccination of stray dogs, their relocation from institutional areas, inspection reports for the quarters ending March and June 2026, identification of infrastructure gaps for establishing a fully functional Animal Birth Control (ABC) Centre and creation of dedicated feeding spaces for stray dogs in each municipal ward.
The Deputy Commissioner also directed the initiation of companion animal registration and instructed the Municipal Committees to identify suitable sites for animal shelters.
Emphasising coordinated efforts, the Deputy Commissioner directed all stakeholder departments to work in close coordination for effective implementation of SPCA guidelines and strengthening of animal welfare mechanisms across the district.

SDRF 2nd Battalion Jammu intensifies Public Safety Awareness Campaign during Shri Amarnath Ji Yatra in Monsoon Season

The State Disaster Response Force (SDRF), 2nd Bn Jammu is continuously undertaking preventive awareness campaigns to ensure the safety and security of pilgrims and the general public during the ongoing Shri Amarnath Ji Yatra (SANJY-2026) and the prevailing monsoon season. The campaign at various places has been organised under the overall supervision and guidance of CO 2nd Bn SDRF Jammu Mohamad Aslam keeping in view the “Monsoon Safety Advisory” for all citizens and pilgrims.
The official deployed by SDRF 2nd Bn Jammu under the supervision of Dy. SP Lalit Kumar at the Yatri Registration Point, Tawi River Front, Jammu, conducted public safety announcements using megaphones to educate and sensitize pilgrims about the potential dangers associated with rivers during the monsoon season.
Pilgrims were advised not to venture near or enter the Tawi River, as the water level may rise suddenly due to heavy rainfall in the upper catchment areas, resulting in strong currents and flash flood-like situations that pose a serious threat to life and safety.
The pilgrims were urged to remain vigilant, follow the instructions issued by the administration and security agencies and cooperate with SDRF personnel deployed at the site. They were also requested to discourage fellow pilgrims from taking unnecessary risks near water bodies.
Similarly, personnel of SDRF 2nd Bn Jammu deployed at CD Town, Akhnoor, conducted Public Awareness Announcements at various ghats along the Chenab River.
Residents, visitors and devotees were informed that continuous heavy rainfall in the upper reaches, particularly in Doda and Kishtwar districts, has led to a significant rise in the water level of the Chenab River.
The Public was strongly advised to stay away from the riverbanks and refrain from entering the river under any circumstances. People were cautioned that swift currents, sudden increase in water level, slippery embankments and hidden underwater hazards can lead to fatal accidents within moments.
In view of the ongoing monsoon season the CO 2nd Battalion SDRF Jammu Mohammad Aslam advises all citizens and pilgrims to observe the safety precautions:
Do not approach or enter rivers, streams, nallahs, waterfalls or other water bodies during or after rainfall, never attempt to cross overflowing bridges, flooded roads, or fast-flowing streams, stay away from riverbanks, as erosion and sudden surges in water level can occur without prior warning, avoid bathing, swimming, washing clothes, or taking selfies near rivers during the monsoon, keep children under constant supervision and prevent them from playing near water bodies, follow weather advisories and warnings issued by the District Administration, IMD and Disaster Management authorities, do not spread or believe rumours; rely only on official information and advisories, report any emergency, rising water level, landslide or distress situation immediately to the nearest SDRF, Police, or District Administration authorities, cooperate with emergency responders and immediately evacuate vulnerable areas if advised by the authorities.
Pilgrims are requested to remain on designated routes, avoid unnecessary movement near water bodies and strictly adhere to instructions issued by security and rescue agencies.
The SDRF 2nd Bn personnel continue to remain deployed round the clock at vulnerable locations to ensure the safety of pilgrims and the general public. Through continuous monitoring, timely response, preventive awareness campaigns and coordinated disaster preparedness measures, SDRF 2nd BN Jammu remains steadfast in its commitment to protecting lives and preventing untoward incidents during the Shri Amarnath Ji Yatra (SANJY-2026) and the ongoing monsoon season.
The general public is requested to exercise caution, act responsibly and cooperate with the authorities in the interest of collective safety.

Chief Secretary assesses Infra projects to be taken-up under Urban Challenge Fund

Chief Secretary, Atal Dulloo, today chaired a meeting of Housing & Urban Development Department (H&UDD) to review the progress made in identification and shortlisting of urban infrastructure projects proposed to be taken up under the Urban Challenge Fund (UCF) of the Government of India.
The meeting attended by Commissioner Secretary, H&UDD; Municipal Commissioners and other HoDs deliberated upon the strategy for positioning Jammu and Kashmir to effectively leverage the transformative funding mechanism aimed at accelerating sustainable urban development and regional economic growth.
Emphasizing the importance of preparing high-quality and financially viable proposals, the Chief Secretary directed the concerned departments to ensure that all shortlisted projects are aligned with the guidelines of the Urban Challenge Fund and are supported by robust feasibility studies, sustainable financing models and clear implementation strategies.
He stressed that the projects should not only address the immediate infrastructure needs of urban centres but also create long-term economic opportunities, strengthen urban resilience, improve the quality of life for citizens and promote environmentally sustainable growth.
The Chief Secretary further underscored the need for coordination with the Ministry of Housing and Urban Affairs to facilitate timely appraisal and approval of the proposed projects. He called upon all stakeholders to expedite the preparation of detailed project reports and complete all requisite formalities so that Jammu and Kashmir is able to effectively leverage the opportunities offered under the Urban Challenge Fund.
During this meeting the Commissioner Secretary, H&UDD, Mandeep Kaur informed that the Urban Challenge Fund has been conceived by the Government of India as a paradigm shift in urban financing by encouraging cities and Union Territories to undertake bankable, revenue-generating infrastructure projects through a combination of Central assistance, market-based financing and contributions from the States and UTs.
She further apprised the meeting that, following the first round of discussions with the Ministry of Housing and Urban Affairs (MoHUA), Jammu and Kashmir has shortlisted four major urban development projects having an aggregate estimated cost of ₹1,990.37 Cr. Against this, the proposed Central assistance amounts to ₹495.86 Cr, the UT share to ₹486.12 Cr, while nearly ₹1,008.38 Cr are proposed to be mobilized through market-based financing.
The concerned Municipal Commissioners divulged the details of the shortlisted projects from their respective areas.
It was given out that the initially the shortlisted projects include Walled City and Nigeen Lakefront Revitalization aimed at conserving heritage assets while enhancing tourism infrastructure and improving the urban environment.
The meeting also reviewed the TARANG – Tawi Area Regeneration and Green Growth Project. It envisages comprehensive regeneration of the Tawi riverfront and surrounding urban areas through sustainable, environment-friendly and economically vibrant development interventions.
Another proposal pertains to the Lidder Riverfront Development, which seeks to develop the riverfront as a catalyst for planned urban growth and position Anantnag as a counter-magnet city through integrated public infrastructure and improved urban amenities.
The fourth project discussed was KRIPA – Katra Revitalisation through Integrated Pilgrimage Amenities (Transit-Oriented Development).
The proposal aims at strengthening civic infrastructure, enhancing mobility and creating integrated pilgrimage facilities to improve the overall experience of pilgrims visiting the holy town of Katra.
Concluding the Chief Secretary maintained that the successful implementation of these transformative projects would significantly enhance urban infrastructure, improve public services, boost tourism, attract private investment and contribute towards making the cities of Jammu and Kashmir more vibrant, resilient and economically competitive for the times to come.

DGP Nalin Prabhat Reviews Shri Amarnath Ji Yatra Arrangements Along NH-44 in Udhampur

Director General of Police, J&K, Nalin Prabhat, IPS, on Monday visited Udhampur to review security, traffic management and pilgrim facilitation arrangements along National Highway-44 for the ongoing Shri Amarnath Ji Yatra.
During the visit, the DGP inspected the overall preparedness along the Yatra route and reviewed measures put in place for the smooth movement of pilgrims. He assessed traffic management, coordination among various agencies, and arrangements aimed at ensuring the safe and orderly conduct of the annual pilgrimage.
The DGP interacted with officers and personnel of Udhampur Police and other security agencies deployed along the route. He appreciated their professionalism, dedication and coordinated efforts in managing the Yatra and ensuring that pilgrims receive timely assistance throughout their journey.
Emphasising the importance of continued vigilance and effective coordination, the DGP directed officers to maintain a high level of preparedness and adopt a people-centric approach while performing their duties. He stressed the need for prompt response mechanisms, efficient traffic regulation and close coordination among all agencies to facilitate a smooth and comfortable experience for pilgrims.

DIG Reviews Security and Pilgrim Facilities at Tawi River Front for Shri Amarnath Ji Yatra

Kishtwar Police Recover 54 Missing Smartphones Worth Around ₹10 Lakh, Return Them to Owners

In a notable success, the Cyber Police Station Kishtwar has traced and recovered 54 missing smartphones with an estimated value of around ₹10 lakh and returned them to their rightful owners.
The recovered devices were formally handed over during a programme attended by Senior Superintendent of Police Naresh Singh, along with the Additional Superintendent of Police Kishtwar and the Deputy Superintendent of Police Headquarters Kishtwar, who is also serving as the SHO of Cyber Police Station Kishtwar.
Speaking on the occasion, SSP Naresh Singh highlighted the importance of cyber awareness and urged people to follow safe digital practices while using mobile phones, social media platforms, and online services. He advised citizens to remain vigilant to help safeguard their personal information and digital accounts.
The SSP also appealed to the public to report the loss of a mobile phone without delay and register the incident on the Central Equipment Identity Register (CEIR) portal. He said the platform allows users to block lost or misplaced mobile phones and provides regular updates regarding the status of recovery.
Kishtwar Police reiterated its commitment to using technology to enhance public services and ensure timely assistance in cases involving missing electronic devices and cyber-related complaints. Citizens were encouraged to promptly report such incidents to the nearest police station or the Cyber Police Station to facilitate quick action and improve the chances of recovery.

Residents of Halmatpora Lambcheck in Kupwara Seek Urgent Resolution to Drinking Water Crisis
THE TYPEWRITER || KUPWARA, July 6 Residents of Halmatpora Lambcheck village in Kupwara district have appealed to the authorities for immediate intervention to address an acute drinking water shortage that they say has been affecting their daily lives for a prolonged period.
The village, located around five kilometres from Kupwara town, is home to nearly 100 households. According to local residents, they are facing severe difficulties due to the lack of an adequate water supply. They said the shortage has made it challenging to meet essential daily needs, including access to safe drinking water and water for household use.
Residents stated that they have repeatedly approached the concerned departments and local administration, requesting a permanent solution to the problem. However, they claim that despite several appeals, the issue remains unresolved.
The locals also said they had earlier requested their local MLA to facilitate the installation of a borewell or take other necessary measures to improve water availability in the area. While they were assured that the matter would be looked into, residents said no visible progress has been made so far.
Expressing hope for an early resolution, the villagers have once again urged the administration and public representatives to take immediate steps to provide a reliable source of drinking water. They have also requested the media to highlight their concerns so that the issue receives the attention of the higher authorities and a lasting solution can be implemented at the earliest.
