JICA Uttarakhand Forest Disaster Management Project

The 5th Joint Coordination Committee (JCC) meeting constituted for this Project was held recently at the Chief Secretary Office, Government of Uttarakhand.
The meeting was chaired by Ms. Radha Raturi, Chief Secretary and attended by various stakeholders;
from Japan side, Mr. Saito, Chief Representative, Mr. Sarin, Chief Development Specialist, Ms. Inagaki, Representative from JICA India, Ms. Oota, First Secretary from Embassy of Japan, Japanese Long-term and Short-term Experts to the Project attended, and
from Indian side, Mr. Sudhansu, Principal Secretary (Forests), Mr. Malik, PCCF&HoFF, UKFD, Mr. Vineet Kumar, Addl. Secretary, PWD, Dr. Vijay Kumar, CPD for UFRMP/PD, Dr. Koko Rose, DPD, Mr. Manoj Kumar Bist, Engineer-in-chief, PWD, senior officers of UFRMP attended the meeting.

Agenda for the meeting was,
・Review of the progress of the Project,
・Approval to annual work plans,
・Discussion on technology transfer on erosion control and treatment of landslides to UKFD and other stakeholders in the state,
etc.

Committee members reviewed the reports on progress of the Project up to this year, plan in 2024-2025 and outputs/achievement of the project/points of policy recommendation prepared by PD and Mr. Iijima, Chief Advisor of the Project. They appreciated the Project activities which were accomplished and to be accomplished.
The Chief Secretary informed that all engineering departments and Disaster Management Authority in the state shall be incorporated to the Project activities, as the slope disaster management techniques and ideas of the Project were found very useful. The committee acknowledged that the state forest training institute which is located in Haldwani needs to have a civil engineering course to make it possible to continue the erosion control work in the forest areas, however manpower is less so far.
Mr. Saito emphasized that all model sites shall be completed by the Indian side after the Project withdraws, even though the construction work has completed only with about 40 to 60 % in each model site.
He showed his concern to the Team of Engineers established in UFRMP for this Project, whether they will be a part of mainstreaming of the erosion control work in the UKFD. He also intimated that since it is clear that the need for erosion control work will increase in future, forest departments shall set up an engineering unit in concerned states, which was discussed and suggested at a meeting of the Ministry of Environment, Forest and Climate Change (MoEF&CC).

当プロジェクトの第 5 回合同調整委員会 (JCC) 会議が、ウッタラーカンド州首席次官事務所で開催されました。会議は州首席次官のラダ・ラトゥリ女史が議長を務め、以下の各関係者が出席しました。
日本側は、JICAインド事務所から、斎藤事務所長、サリン首席開発専門員、稲垣企画調査員、日本大使館から太田一等書記官、プロジェクトの長期・短期日本人専門家が出席しました。
インド側は、スダンシュ次席次官（森林）、マリク森林局首席森林保護官、ヴィニート・クマール公共事業局担当次官補、ヴィジェイ・クマール プロジェクトダイレクター、ココ・ローズ副プロジェクトダイレクター、マノジ・クマール・ビシュト公共事業局チーフエンジニア、他UFRMPの職員らが出席しました。

議題は、
・プロジェクトの進捗状況の確認、
・年間事業計画の承認、
・UKFDおよび州内その他関係者との治山および斜面災害対応に関する技術移転についての議論、
等でした。
委員会メンバーは、プロジェクトダイレクターからこれまでの進捗と次年度の活動予定、執行予算の追加案について報告を受けました。飯島チーフアドバイザーはプロジェクトの目標達成状況とアウトプット及び政策提言項目について報告しました。また、これまでに達成された、そして今後達成されるべきプロジェクト活動を高く評価しました。
首席次官は、プロジェクトの斜面災害管理技術とアイデアが非常に有用であるとし、州内のすべての技術系部局と災害管理当局がプロジェクト活動に参加するべきであると発言しました。委員会は、ハルドワニにある州森林研修機関が森林域での治山工事を継続できるようにするために土木工学コースを設ける必要があるが、現時点では人員が不足していることを確認しました。
斎藤所長は、各モデルサイトにおける施工進捗はまだ40～60％程度だが、プロジェクト終了後、全モデルサイトがインド側によって期間内に滞りなく完成されるべきことを強調しました。
また、このプロジェクトのために UFRMP に設立された技術者チーム（ToE）に関し、彼らが UKFD における治山事業の主流化の一部となるかどうかについて懸念を示しました。将来的に治山事業の必要性が高まることは明確であることから、特にヒマラヤ山岳地域の森林局は技術部門の設置を検討すべきであり、先日実施した環境・森林・気候変動省（MoEF＆CC）との会議でも同様の内容が議論、提案されたことを共有しました。

The site at Padli, which is one of the model sites, is slope failure type. The unstable earth and rock mass on the top of the slope had collapsed, which made the slope risky to the effects of rainwater flowing down the slope during/ after rainfall. Since it is located above the national highway, which is a main road, it is necessary to stabilize the slope. We are constructing a crib work similar to the Jawadi site, with rock bolt work.
This is the first full-scale construction of the mortar crib work, and crib work with rock bolt work in India. It is based on a contract for model sites construction with the contractor company and so, an engineer from Okuyama Boring Co. Ltd. has been dispatched to the site to carry out supervision on design and construction work for the contractor.
After completion of the crib work at the upper part of the slope, retaining walls, water channel work, and crib work are also planned to be installed at the lower part of the slope in order to remove surface water from the slope.

モデルサイトの一つであるPadliサイトは、斜面崩壊のサイトです。斜面上部の不安定土砂・岩塊が崩落し、降雨時に斜面を流れる雨水とともに流れ落ちる危険な状態でした。幹線道路である国道上部に位置するため、斜面の安定化が求められ、Jawadiサイト同様の法枠工と、ロックボルト工を施工します。
インドにおける最初の本格的な法枠工及びロックボルト法枠工施工であるため、モデルサイト工事の受注業者との契約に基づき、奥山ボーリング株式会社から技術者が現地へ派遣され、受注業者に対する設計、施工に係る技術指導をしています。
上部法枠工施工後は、斜面の表面水を確実に除くため、下部の斜面において、土留工と水路工、法枠工の設置も予定しています。

पडली में साइट, जो मॉडल साइटों में से एक है, स्लोप फेलियर का उदाहरण है। ढलान के शीर्ष पर अस्थिर मिटटी और चट्टान ढह गयी थी, जिसने वर्षा के दौरान/ बाद में ढलान से नीचे बहने वाले वर्षा जल के प्रभावों की वजह से ढलान को जोखिम भरा बना दिया था। चूंकि यह राष्ट्रीय राजमार्ग के ऊपर स्थित है, जो एक मुख्य सड़क है, इसलिए ढलान को स्थिर करना आवश्यक है। हम जवाड़ी साइट के समान क्रिब वर्क का निर्माण कर रहे हैं, जिसमें रॉक बोल्ट का काम भी है।
यह भारत में रॉक बोल्ट के काम के साथ मोर्टार पालना कार्य और पालना कार्य का पहला पूर्ण पैमाने पर निर्माण है। यह कांट्रेक्टर कंपनी के साथ मॉडल साइटों के निर्माण के लिए एक अनुबंध पर आधारित है और इसलिए, कांट्रेक्टर के लिए डिजाइन और निर्माण कार्य पर पर्यवेक्षण करने के लिए ओकुयामा बोरिंग कंपनी लिमिटेड के एक इंजीनियर को साइट पर भेजा गया है।

We recently welcomed trainees for third-country training under the JICA Technical Cooperation Project ((TCP), namely "The Project for Climate Change Adaptation through Sustainable Forest Management in Nepal". The trainees consisted of officers of the Federal Ministry, Ministry of Forest and Environment, Divisional Forest Offices, Soil and Watershed Management Office, etc.
The Nepal TCP aimed to learn practical approaches and methodologies of sustainable forest management and eco-restoration, soil erosion control and sediment disaster mitigation, as well as livelihood improvement of activities done by UFRMP and the Project.
We held an in-house session at the Project office to first understand the achievements and challenges through presentations on an overview of UFRMP (Yen Loan Project) and this Project. We also took them to the sites in Agrakhal area, where the livelihood program and plantation activity are taking place, as well as the Nirgad site.
Since Nepal and Uttarakhand are located in the same Himalayan region, we observed that the training allowed the trainees to empathize and think of possible measures to improve and scale up their activities in Nepal.

JICA技術協力プロジェクト「ネパールにおける持続可能な森林経営を通じた気候変動適応プロジェクト」からの第三国研修生を受け入れました。研修生は、連邦省、森林環境省、森林局、土壌・流域管理局などの職員から構成されていました。
ネパール TCP は今回の第三国研修において、UFRMP と当プロジェクトによって実施されてきた活動の、生計改善、持続可能な森林管理と生態系修復・土壌侵食管理と土砂災害軽減の実践的なアプローチと方法論を学ぶことを目的としました。

プロジェクト事務所でUFRMP（円借款事業）及び当プロジェクトについての概要を説明し、ネパールからの研修生成果と課題を把握しました。私たちは彼らを、生計向上プログラムと植樹活動が行われているアグラカール地域とNirgadの現場に案内しました。

ネパールとウッタラカンド州は同じヒマラヤ地域に位置し、地形、宗教、生活習慣などに多くの類似点があり、研修生はより共感をもって学ぶ好機となったと思います。

हमने हाल ही में JICA Technical Cooperation Project (TCP) के third-country training के तहत प्रशिक्षण के लिए प्रशिक्षुओं का स्वागत किया, जिसका नाम है "नेपाल में सतत वन प्रबंधन के माध्यम से जलवायु परिवर्तन अनुकूलन के लिए परियोजना"। प्रशिक्षुओं में संघीय मंत्रालय, वन मंत्रालय और के अधिकारी शामिल थे। पर्यावरण, प्रभागीय वन कार्यालय, मृदा और वाटरशेड प्रबंधन कार्यालय, आदि।
नेपाल TCP का उद्देश्य टिकाऊ वन प्रबंधन और पर्यावरण-बहाली, मिट्टी के कटाव नियंत्रण और तलछट आपदा शमन के साथ-साथ UFRMP और परियोजना द्वारा की गई गतिविधियों के आजीविका सुधार के व्यावहारिक दृष्टिकोण और पद्धतियों को सीखना है।
हमने UFRMP (Yen Loan Project) और इस परियोजना के अवलोकन पर प्रस्तुतियों के माध्यम से उपलब्धियों और चुनौतियों को समझने के लिए परियोजना कार्यालय में एक इन-हाउस सत्र आयोजित किया। हम उन्हें आगराखाल क्षेत्र के उन स्थलों पर भी ले गए, जहां आजीविका कार्यक्रम और वृक्षारोपण गतिविधि चल रही है, साथ ही निर्गड़ स्थल पर भी।
चूंकि नेपाल और उत्तराखंड एक ही हिमालयी क्षेत्र में स्थित हैं, इसलिए हमने देखा कि प्रशिक्षण ने प्रशिक्षुओं को नेपाल में अपनी गतिविधियों को बेहतर बनाने और बढ़ाने के लिए सहानुभूति रखने और संभावित उपायों के बारे में सोचने के लिए प्रेरित किया ।

UKFD carried out an evaluation of work at the Nirgad and Padli sites on 29 December and 30 December, 2023, respectively. Officials of UKFD along with Project members, i.e., Japanese Experts and Team of Engineers (ToE), formed the evaluation team.
This evaluation activity is conducted based on the Plan of Operation of the Project.
The targets of the evaluation included the double wall check dam, cut slope work with erosion control mat, channel work at the Nirgad site, and road realignment work at the Padli site. After giving a general explanation of the construction by the Chief Engineer and Japanese Experts, members went through the effectiveness, efficiency, impact of each structure from several points of view, i.e., survey, design, construction and monitoring. The Project plans to compile and analyse the evaluation results by the end of the Project in March 2024.
Evaluation of the remaining Jawadi site is scheduled for late January, 2024.

2023年12月29日及び30日に、ウッタラカンド州森林局は、モデルサイトのNirgadとPadliサイトにおける工事の評価を実施しました。
この評価は、当プロジェクトの実施計画に基づく活動であり、同森林局職員とプロジェクトの日本人専門家、エンジニアが評価チームを構成しました。
評価対象は、Nirgadサイトにおけるダブルウォールダム、マット伏工、水路工、及びPadliサイトのう回路作設工事です。チーフエンジニアと日本人専門家より工事の概略を説明したあと、調査、設計、施工、管理の各観点から工事を通じて実施された各種作業の効果、効率性、デモンストレーションモデルとしての有用性やインパクトについて評価チーム内で議論し、各評価者が既定のシートに評価を記入しました。評価内容は、3月のプロジェクト終了までに取りまとめ、分析することにしています。
残りのモデルサイトであるJawadiサイトの評価は、1月下旬に実施を予定しています。

UKFD ने क्रमशः 29 दिसंबर और 30 दिसंबर, 2023, को नीरगाड और पडली साइटों पर काम का मूल्यांकन किया। टीम में परियोजना के सदस्य, यानी जापानी विशेषज्ञ, और इंजीनियरों की टीम (ToE) के साथ UKFD के अधिकारी थे।
यह मूल्यांकन Project के Plan of Operation के आधार पर आयोजित की जाती है।
मूल्यांकन के लक्ष्यों में डबल वॉल चेक डैम, ईरोजन कण्ट्रोल मैट के साथ कट स्लोप वर्क, नीरगाड साइट पर चैनल का काम, और पडली साइट पर सड़क पुनर्गठन कार्य शामिल था। मुख्य अभियंता और जापानी विशेषज्ञों द्वारा निर्माण की सामान्य व्याख्या के बाद, सदस्यों ने कई दृष्टिकोणों से प्रत्येक संरचना की प्रभावशीलता, दक्षता, प्रभाव का अध्ययन किया, जैसे कि, सर्वेक्षण, डिजाइन, निर्माण और निगरानी।
प्रोजेक्ट मार्च 2024 में परियोजना के अंत तक मूल्यांकन परिणामों को संकलित और विश्लेषण की योजना बना रही है।
जवाड़ी स्थल का मूल्यांकन जनवरी, 2024 के अंत में निर्धारित किया गया है।

We are exhibiting a Project booth at the 6th World Congress on Disaster Management, which is being held in Dehradun from November 28 to December 1.
The models of erosion control work in forest areas created at the start of the Project is the main feature in the booth, and the current progress of the Project is played as a video. Each site is introduced on panels.
The event venue is the Graphic Era University campus, and our booth is being visited by many conference attendees and students each day. It has been a good opportunity to publicize the Project's activities.

11月28日から12月1日の会期でデラドゥンで開催されている第6回世界防災会議（6th World Congress on Disaster Management）にプロジェクトのブースを出展しています。
プロジェクト開始時に作成された、治山事業のモデルをメインに配置し、現在の事業進捗をビデオ再生し、各サイトについてパネルで紹介しています。
Graphic Era大学構内が会場となっており、連日、会議出席者や学生たちの多くの来訪を受けて盛況です。プロジェクトの活動を一般に周知する良い機会となりました。

हम आपदा प्रबंधन (डिजास्टर मैनेजमेंट) पर छठी विश्व कांग्रेस में एक प्रोजेक्ट बूथ का प्रदर्शन कर रहे हैं, जो 28 नवंबर से 1 दिसंबर तक देहरादून में आयोजित की जा रही है।
परियोजना की शुरुआत में बनाए गए वन क्षेत्रों में कटाव नियंत्रण कार्य (erosion control work in forest areas) मॉडल बूथ में मुख्य हैI परियोजना की वर्तमान प्रगति को एक वीडियो के रूप में चलाया जाता है। प्रत्येक साइट पैनलों पर पेश है।
कार्यक्रम स्थल ग्राफिक एरा विश्वविद्यालय परिसर है, और हमारे बूथ का दौरा कई सम्मेलन उपस्थित लोगों और छात्रों द्वारा किया जा रहा है। यह परियोजना की गतिविधियों को प्रचारित करने का एक अच्छा अवसर रहा है।
