Alongside the new residence framework, the Gibraltar Government has announced changes to the Qualifying (Category 2) Individuals regime.

For new applicants, the minimum net wealth requirement will increase from £2 million to £5 million, while the Government application fee will rise from £1,233 to £5,000.

Existing Category 2 individuals will be grandfathered and will not be affected by the revised net wealth threshold.

The updated rules also make it clear that individuals who fail to maintain their Category 2 status will not have an automatic right to continue residing in Gibraltar. This highlights the importance of ensuring that annual tax obligations, filings and Finance Centre endorsements remain fully up to date.

The announcement reflects Gibraltar's intention to position the Category 2 regime as a premium offering for high-net-worth individuals.
