According to Fraser Economic Freedom Index Ukraine is the only “Least Free country” in the European continent. Overregulation, excessive bureaucracy, number of controlling bodies have become the burden for Ukrainian businesses and fetters freedom of entrepreneurs in the country.

The Government shall embed and legislate Economic Freedom policy to prevent the adoption of new burdensome business regulations and bring to an end the overregulation.

Today’s global trend goes for introducing third party inspection for a whole lifecycle of construction, which is currently practiced in 93 economies out of 190 covered by the Doing Business.

If such international best practice is applied in Ukraine, it will help the country to:
✅ Fight against corruption and increase transparency
✅ Reduce the number of procedures and time in the construction permitting area
✅ Increase number of issued construction permits

All potential risks of delegating enforcement functions from the state to the private sector, that has been voiced during the discussions, has been addressed by the draft law through:
▪️ Authorization / License
▪️ Criminal liability
▪️ Financial guarantee/Insurance

📌 The final work is being carried out by the Office of Simple Solutions and Results, the Ministry and the Parliament Committee jointly, and it is hoped that the draft law will be registered in the Parliament in the near future.
