They did not want that report released either, it took a court challenge to release it.

This is extremely disingenuous and dangerous a deliberate BREACH OF TRUST. The Home Office caused the harm, they led the victims to believe this process was independent, even going as far as to include the word "independent" in the very lengthy email and website address all the while knowing it was never independent.
