التعريف:
حالة تُعطي فيها الأنظمة الأولوية لاستيفاء المؤشرات الشكلية ومتطلبات التقارير، على حساب تحقيق أثر حقيقي في الواقع. النتيجة؟ مظهر للنجاح دون أي نتائج جوهرية.

الدلالة:
قد تتمكن المنظمات من إرضاء المانحين أو جهات الرقابة بورق سليم 100%، بينما تفشل فعلياً في خدمة المستفيدين. في هذه الحالة، تتجه عملية اتخاذ القرار نحو إرضاء "متطلبات التقارير" بدلاً من الاستجابة لـ "الواقع".

ما لا يمثله هذا الوهم:
