Just stumbled upon a research piece by Urban Institute "Who Makes Planning Choices?" — and although the findings are far from exciting, it’s even more important to talk about the current situation in planning. The data is form the US, but the situation might be similar to other systems.
Land-use decision-making bodies — whose decisions on land-use laws influence from property prices to labor market efficiency, to CO2 emission targets — are rarely representative.
Some of the stats:
⇾ Non-Hispanic white residents are overrepresented.
⇾ Men are overrepresented.
⇾ Homeowners are overrepresented.
⇾ People with occupations related to land-use development are overrepresented.
The implications are drastic: most of the laws drafted and implemented by these bodies do not take into account the voices of people who carry out their consequences. That is why diversity and inclusivity at all stages of citizen engagement matters. And yes, Maptionnaire times and again proves that it boosts inclusivity and engages more people in the decision-making process, but a political and cultural will often come first.
