Inter-ministerial Task force

The Inter-ministerial Task Force in its regular meeting held today has noted that investigations envisaged under Track I of the Investigation and Prosecution Committee’s Work Plan are nearing completion. A preliminary report of the Committee had been reviewed by the Taskforce and will be released to the public as a provisional report shortly. The Taskforce has also noted that ongoing investigations under track II and III need to be completed as soon as a more enabling security situation prevails.

በሰሜኑ የሀገራችን ክፍል ከተከሰተው ግጭት ጋር በተያያዘ የተፈጸሙ ወንጀሎችን አስመልክቶ ሲካሄድ የነበረው የምርመራ ሂደት ምዕራፍ አንድ በአብዛኛው መጠናቀቁ ተገለጸ፡፡
በሰሜኑ የሀገራችን ክፍል በትግራይ፣ በአማራ እና በአፋር ክልሎች በተከሰተው ግጭት አውድ ውስጥ፤ ከሰብዓዊ መብት ጥሰቶች ጋር ተያይዞ የተፈጸሙ ወንጀሎችን ከማጣራት፣ ተጎጂዎችን ከመጠበቅ እና ከመደገፍ አንጻር ስራዎችን ለማስተባበር የተቋቋመው እና በፍትህ ሚኒስቴር ሚኒስትር በሆኑት በዶክተር ጌዲዮን ጢሞቲዎስ ሰብሳቢነት የሚመራው የሚኒስትሮች ግብረ-ኃይል፤ በዛሬው ዕለት አራተኛ መደበኛ ስብሰባውን አካሂዷል፡፡
በመድረኩም በግጭቱ ወቅት በአፋርና በአማራ ክልሎች በሰብዓዊ መብት ጥሰቶች እና ከጾታዊ ጥቃት ጋር በተያያዘ የተፈጸሙ ወንጀሎችን አስመልክቶ ሲካሄድ የነበረው የምርመራ ሂደት በአብዛኛው መጠናቀቁን እና ወደ ክስ ሂደት ለመግባት በዝግጅት ላይ መሆኑን የግብረ-ኃይሉ ጽ/ቤት ኃላፊ የሆኑት ዶክተር ታደሰ ካሳ ገልጸዋል፡፡ የጽ/ቤት ኃላፊው በምዕራፍ ሁለት እና ሶስት በእቅድ የተያዙ የምርመራ ስራዎች ከፀጥታ ሁኔታ ጋር በተያያዘ በሚፈለገው ፍጥነት እየሄዱ ባይሆኑም በአጭር ጊዜ እንዲጠናቀቁ እንደሚሰራ ገልፀዋል።
በተጨማሪም ዶክተር ታደሰ በምርመራና በክስ ኮሚቴ የሚመራው 158 አባላት ያሉት የምርመራ ቡድን በአፋርና በአማራ ክልሎች ሲያከናዉናቸው የነበሩ ተግባራት ዝርዝር ሪፖርት ለመድረኩ ያቀረቡ ሲሆን፤ ወንጀሎች በምን አይነት መልክ እንደተፈጸሙ እና የምርመራ ግኝቶቹንም ምን ምን እንደሆኑ በሪፖርታቸው ላይ አካተው አቅርበዋል፡፡
በተጨማሪም ቡድኑ በምርመራ ወቅት የተለያዩ ማስረጃዎችን በቪዲዮና በዶክመንት አደራጅቶ መያዙ የተገለጸ ሲሆን፤ በጦርነት አውድ ውስጥ በርካታ ንጹሀን ላይ ያለፍርድ ስለተፈጸሙ የግድያ ወንጀሎች፣ ከባድ የአካል ጉዳት እና በሁሉም የዕድሜ ክልል ውስጥ በሚገኙ ሰዎች ላይ ስለተፈጸሙ ጾታዊ ጥቃቶች እንዲሁም በግዳጅ የመሰወር ወንጀሎች ስለመፈጸማቸው በሪፖርቱ ላይ የተመላከተ ሲሆን በንብረት ላይ የደረሱ ጉዳቶችም በምርመራ ግኝቱ ላይ ተካተዋል፡፡
እንዲሁም ግብረ-ኃይሉ በተባበሩት መንግስታት የሰብዓዊ መብት ከፍተኛ ኮሚሽን እና በኢትዮጵያ ሰብዓዊ መብት ኮሚሽን ጥምር የምርመራ ቡድን፤ የሽግግር ፍትህ አማራጭን ማጤን እና ተግባራዊ ማድረግ እንደሚገባ በሰጡት ምክረ-ሀሳብ መሰረት፤ የሽግግር ፍትህ ፖሊሲ መነሻ ረቂቅ ሰነድ ተዘጋጅቶ በሶስተኛ መደበኛ ስብሰባ ላይ ውይይት ማድረጉ የሚታወስ ሲሆን፤ በዛሬው ስብሰባውም ለፖሊሲው ግብዓት የሚሆኑ ሀሳቦች ላይ ውይይት በማድረግ ግብዓት ተሰባስቧል፡፡
በመጨረሻም የቀጣይ የትኩረት አቅጣጫዎች በማስቀመጥ የዕለቱ መርኃ-ግብር ተጠናቋል፡፡

The Inter-ministerial Task Force held its third discussion today on measures taken in relation to human rights violations taken place in the northern part of the country.
The Taskforce, in accordance with the recommendations of the joint investigation team by the United Nations High Commission on Human Rights and the Ethiopian Human Rights Commission to consider the Transitional Justice Options, a draft policy document was prepared and discussed by members of the task force.
Discussions are taking place on the steps taken by the Inter-ministerial task force to rectify human rights violations.
The Authority of Civil Society Organization, in collaboration with the Ministry of Justice, is discussing with civil society organizations on measures being taken by the government-established Inter-ministerial task force.
The purpose of the discussion was to inform civil society organizations about the government's response to the alleged human rights abuses during the war in the northern part of the country.
In his opening remarks, Jima Dilbo, Director General of the Authority, said that the government has taken strong action against human rights violations and that it is important to find out what civil society organizations think about the positive steps taken in relation to human rights violations. He said a series of forums are being set up to express their views on the issue.
He said civil society organizations have a number of responsibilities, especially in protecting the society from direct and indirect attacks and bringing perpetrators to justice. He also noted that civil society organizations had provided significant support during the war, but noted that their activities had been weak before the crisis.
He also said that potential civil society organizations are being created, adding that the voice of civil society organizations should be heard in all sectors and that the Authority will support this achievement.
Dr. Tadesse, Head of the Office of the Minister of Task Force, on his part said the forum was organized in recognition of the fact that civil society organizations, like any other body, have a responsibility to know, understand and contribute to the government's actions. Dr. Tadesse has presented to representatives of civil societies’ organizations about measures taken by the government through the Inter-ministerial task force for the last five months.
The forum was chaired by Fasikaw Molla, Deputy Director-General of the Civil Society Organization Authority, and Dr. Tadesse, Head of the Inter-ministerial Task Force.
