In 1959, and much of the earlier 20th century, whistling at women often by men in public spaces was commonly viewed by some as a form of flattery or admiration, especially within certain cultural or working-class environments. For example, catcalling (including whistling) was seen by some men as a way of expressing appreciation for a woman's appearance.
