В то время как национальная идентичность всё чаще определяется через территориальные претензии и конфронтацию, этот разговор ставит принципиальный вопрос: сможет ли Южный Кавказ разорвать порочный круг войн и взаимного недоверия, опираясь на опыт послевоенной Европы, сумевшей превратить вчерашних врагов в партнёров?

• Давид Степанян (Армения), политический аналитик, размышляет о той «минимальной истине», к которой должны прийти оба общества, чтобы больше никогда не становиться объектами политических манипуляций.

О проекте: Этот выпуск открывает серию диалогов в рамках проекта «Common Ground: Armenia–Azerbaijan Dialogue». В условиях сокращения пространства для независимого гражданского общества проект создаёт безопасную и структурированную площадку для открытого обмена мнениями между представителями Армении и Азербайджана.

Мы рассматриваем эту инициативу как важный вклад в обеспечение человеческой безопасности и формирование условий для долгосрочного мира и стабильности на Южном Кавказе.

The Stiftung West-Östliche Begegnungen is officially inviting young change-makers aged 18 to 35 from Germany, Eastern Europe, the South Caucasus, and Central Asia to connect. From November 15–18, 2026, this interactive forum will focus on strengthening youth participation in environmental policy and co-creating regional projects in climate action and biodiversity. No prior professional expertise in the field is needed—just your passion and good conversational English! ✨

Empowering Change: A Week of Leadership, Growth, and European Vision in Berlin! 🌟

Last week, an incredible group of Ukrainian women leaders and youth workers gathered in Berlin for an intensive training week! Guided by our amazing experts Mariia Hrynova, Karolina Svyryda, and Dr Ganna Skytova, the atmosphere was full with inspiration, deep learning, and a shared commitment to strengthening democratic participation back home.

The intensive curriculum was packed with high-impact workshops tailored to today's challenges. Our participants deep-dived into the mechanisms of EU integration and youth participation standards, mastered complex project management frameworks, and even "stress-tested" project budgets against crisis scenarios. They also designed robust MEAL (Monitoring, Evaluation, Accountability, and Learning) systems and developed the blueprints for their upcoming local "EU Participation Labs." 💼💪

These inspiring multipliers are heading back to their communities equipped with powerful tools to amplify youth voices and drive democratic transformation. We are incredibly proud of their dedication to building a bright, European future for Ukraine! ✨🇺🇦

What role will the OSCE play in a post-war Ukraine?
A new analysis by Friedrich-Ebert-Stiftung highlights that while a comprehensive, large-scale civilian ceasefire monitoring mission faces immense political and financial hurdles, the OSCE remains a uniquely inclusive platform. Its strength lies not in hard power or enforcement, but in its capacity to operate as a "residual multilateral" actor—filling vital operational voids where other international organizations face rigid constraints or vetoes. 🛠️

According to the report, the path forward must be modular, technical, and strictly status-neutral. Instead of broad political overreach, the focus should immediately shift to highly specialized soft-security tasks: coordinating decades-long humanitarian demining, mapping severe environmental and chemical hazards from destroyed industrial sites, managing post-war border security, and deploying ODIHR to audit voter registries long before election dates are even set. 🗺️

The central warning is clear: institutional unpreparedness is the greatest risk, and the OSCE must build planning scenarios and personnel rosters today so it doesn't arrive too late to shape the outcome. Beyond Survival: How can NGOs truly regenerate under fire? 🕊️🇺🇦

Operating in a state of "radical simultaneity," Ukrainian Civil Society Organizations (CSOs) are pulling off the impossible. They are delivering critical humanitarian aid, defending human rights, and planning the country’s post-war recovery—all at the exact same time, while navigating severe trauma and exhaustion.

The report "Beyond Survival: Regenerative Organizational Development Support in Wartime Ukraine" by Robert Bosch Stiftung highlights that traditional capacity-building is no longer enough. True resilience requires a shift toward Regenerative Organizational Development (Regenerative OD). This trauma-aware, human-centered approach explicitly balances structural strengthening with emotional recovery, ensuring that local leaders can act from a place of clarity rather than total depletion.

International donors and allies take note: supporting civil society means investing in organizations as living systems, not just project checkboxes. Flexible, multi-year funding and genuine trust are structural necessities to protect the human energy driving sustainable change.
