The International Center for Human Rights (ICHR) is deeply concerned by the reported shooting at the U.S. Consulate in Toronto. Any attack involving a diplomatic mission and civilians is a serious matter that must be investigated fully and transparently by Canadian authorities.

This incident comes at a time when we have also witnessed disturbing shootings targeting Jewish synagogues in the Toronto area, as well as increasing threats and intimidation directed at members of the Iranian-Canadian community, particularly activists who advocate for democracy and human rights in Iran.

“Taken together, these incidents raise serious concerns about the security environment in Canada and the growing risks associated with foreign regime influence, intimidation, and extremist networks operating abroad,” said Ardeshir Zarezadeh, ICHE President.

For years, members of the community and security experts have warned Canadian authorities about these dangers. Calls were repeatedly made for stronger action, including addressing foreign interference networks linked to the Islamic Republic and listing the Islamic Revolutionary Guard Corps (IRGC) as a terrorist entity due to its role in repression, intimidation, and transnational activities.

Canada is a safe and democratic country, and it must remain that way. Protecting communities, preventing intimidation by foreign regimes, and responding decisively to acts of violence are essential to safeguarding public safety and democratic values.

ICHR calls on authorities to investigate these incidents thoroughly and ensure that Canada remains a place where individuals can live, speak, and advocate freely without fear.

جنگ جمهوری اسلامی، جنگ مردم ایران نیست
قطعی اینترنت، تهدید جان غیرنظامیان، و سرکوب گسترده در راه است — اقدام جهانی ضروری است

مرکز بین‌المللی حقوق بشر (ICHR) نگرانی شدید خود را از تشدید سریع درگیری بین جمهوری اسلامی ایران و اسرائیل، و تلاش عمدی رژیم برای خاموش کردن صدای مردم ایران از طریق قطع سراسری اینترنت اعلام می‌کند.

اردشیر زارع زاده، رئیس مرکز بین‌المللی حقوق بشر گفت:
«جمهوری اسلامی نماینده مردم ایران نیست. جنگ آن با اسرائیل، جنگ مردم ایران نیست.»
وی افزود:
«این درگیری توسط رژیمی هدایت می‌شود که ریشه در دهه‌ها سرکوب، تروریسم، و تجاوزات منطقه‌ای توسط جمهوری اسلامی و سپاه پاسداران انقلاب اسلامی دارد.»

مردم عادی ایران این جنگ را رد می‌کنند و همواره خواستار صلح، آزادی، و عدالت بوده‌اند.

مرکز ICHR به‌شدت نگران آن است که رژیم و نیروهای سپاه پاسداران اکنون به هدف‌گیری غیرنظامیان و زیرساخت‌های عمومی در داخل ایران روی آورند تا خود را قربانی جلوه دهند و دشمنان خارجی را مقصر معرفی کنند. ما گزارش‌های موثقی دریافت کرده‌ایم که نشان می‌دهد برخی حملات داخلی توسط رژیم طراحی شده‌اند و صرفاً با اهداف تبلیغاتی انجام گرفته‌اند.

ما بیم آن داریم که این خاموشی اینترنت، بار دیگر پوششی باشد برای جنایت‌های گسترده، آن هم پشت پرده‌ای دیجیتال از سکوت.
وقتی جهان نمی‌بیند، رژیم بی‌پرواتر از همیشه عمل می‌کند.

هر زمان که جمهوری اسلامی احساس خطر می‌کند، به درون کشور و مردم خود با خشونت حمله‌ور می‌شود. ما این را بارها دیده‌ایم:

بازداشت و شکنجه معترضان صلح‌طلب

تیراندازی به دختران و پسران جوان در خیابان‌ها

ناپدید شدن مخالفان سیاسی

ساکت شدن خانواده‌ها از ترس انتقام

اکنون، با افزایش فشارهای داخلی و خارجی، ما عمیقاً نگران هستیم که رژیم در حال آماده‌سازی یک سرکوب جدید و خشونت‌آمیز برای نجات خود از سقوط است.

فراخوان فوری مرکز ICHR به جامعه جهانی:
خواستار بازگرداندن فوری و کامل دسترسی به اینترنت و ارتباطات در ایران شوید.

رژیم را به‌طور علنی در مورد حمله به مردم خودش هشدار دهید و اطمینان حاصل کنید که تحقیقات مستقل درباره همه حملات به غیرنظامیان در ایران و اسرائیل توسط سپاه پاسداران انجام شود.

جمهوری اسلامی و سپاه پاسداران را به دلیل جنایات جنگی و جنایات علیه بشریت پاسخگو بدانید.

در کنار مردم ایران بایستید، نه رژیم.

کمک‌های فوری بشردوستانه، ابزارهای ارتباطی امن، و کمک‌های پزشکی را در اختیار مردم ایران قرار دهید.

به‌طور ویژه، از دولت کانادا و سایر کشورها می‌خواهیم برنامه‌ای اضطراری برای صدور ویزا برای ایرانیان در معرض خطر اجرا کنند تا راهی برای نجات جان آن‌ها فراهم شود.

برای پایان دادن به این درگیری و سرکوب، این رژیم باید برود.
و این اتفاق خواهد افتاد اگر مردم به پا خیزند و اگر جهان در کنار آن‌ها بایستد.

Innocents Under Fire: ICHR Defends Iranian Civilians from Regime’s War Games

The Islamic Republic of Iran must immediately cease targeting Iranian civilians and sites within Iran in a calculated effort to manufacture victimhood. ICHR has received credible reports that the regime has deliberately struck domestic targets, placing innocent lives in grave danger. It also target civilians in Israel. This cynical tactic demands unequivocal condemnation by the international community.

At the same time, ICHR urges Israel to avoid strikes on civilians and public infrastructure as promised. While many Iranians support operations aimed at the regime’s military and security apparatus and officials who committed human rights abuses and terrors, they reject any harm to civilians or Iranian interests.
“The ongoing clash between the Islamic Republic and Israel does not represent the will of the Iranian people. It is the predictable outcome of more than four decades of systematic human-rights violations, state-sponsored terrorism, and violent repression by the Islamic Republic and its Revolutionary Guards (IRGC),” said Ardeshir Zarezadeh, President of ICHR.

For nearly 45 years the regime has:

•Seized power through violence and fear;
•Executed and imprisoned citizens on fabricated charges;
•Crushed peaceful dissent with lethal force; and
•Exported terrorism and instability far beyond Iran’s borders.

The present escalation is merely the latest chapter in this history of brutality. Driven by an unquenchable lust for absolute power—and by resentment over sanctions imposed by the global community—the regime again sacrifices innocent lives, Iranian and Israeli alike. Every civilian death in this conflict traces directly to the policies and operations of the Islamic Republic and the IRGC. The primary threat to regional and global stability is the regime itself, not the Iranian people, who remain its foremost victims.

“The Islamic Republic is not a legitimate government; it is a criminal enterprise sustained by brutality, deception, and systematic violations of international law and basic human rights”. Said Ardeshir Zarezadeh.

ICHR’s Urgent Call to the International Community

1.Hold the Islamic Republic legally accountable for its extensive and ongoing crimes against humanity.
2.Withdraw all diplomatic recognition of this terrorist regime as a legitimate government.
3.Stand with the people of Iran, who have long resisted tyranny and deserve unwavering international solidarity.
4.Take immediate and decisive action to prevent further loss of innocent life.

Silence is complicity. The cost of inaction is measured in human lives. The world must act—now.
