Canada to stabilize growth and decrease number of new international student permits issued to approximately 360,000 for 2024 01/22/2024

Changes for International Students - starting today!

In point form, these changes mean:

- There is a two-year cap on international student permits, reducing approvals to 360,000 in 2024 (35% decrease).
- Provincial caps established, weighted by population, to address unsustainable growth.
- Exemptions for study permit renewals, master’s/doctoral programs, elementary/secondary education, and current permit holders.
- IRCC allocates cap quotas to provinces/territories, requiring attestation letters for applications from January 22, 2024.
- Temporary measures reassessed in 2025; collaboration with provinces, territories, and stakeholders for sustainable solutions.
- Changes to (PGWP) Post-Graduation Work Permit Program eligibility, excluding curriculum licensing arrangement students from September 1, 2024.
- Graduates of master’s and short graduate-level programs eligible for a 3-year work permit.
- Spousal open work permits limited to master’s and doctoral programs.

These measures align with recent reforms, ensuring genuine students receive support and stabilizing student numbers for a positive study experience in Canada.
