So the #4 is rated for 60amp to feed power to a 100 amp “sub panel” is find.
The #4 must been connector to a 60 amp double pole circuit. Am I correct ( he is wrong )

Feeding a 100A sub panel with a 4AWG? Here’s my take on why you can’t. Let me know what your thoughts are. These should be sized at a 3AWG CU conductor with an insulation rating of 75°C or greater.
