In 2012 the NDP government was in power in Nova Scotia. They changed the Residential Tenancies Act to provide tenants immediate tenure instead of waiting a period of time (5 years previously) for the landlord to decide if they wanted the tenant to have tenure. Tenure eliminates the ability of the landlord to not renew a lease and give tenants' notice for bad behaviour, such as not abiding by the lease terms, habitually late paying rent, or taking proper care of the property. Landlords had to adopt more tedious Fixed Term leases that need to be re-signed by both parties and negotiated at the end of their term, unlike year to year leases which renew automatically annually.
If anyone is to blame for the overuse of Fixed Term leases, it is the NDP for legislating immediate tenure as soon as people move into a new property. There should be a 2-3 year waiting period for the tenant to prove they will abide by all terms of the lease.
If Landlords lose all rights to control the occupancy of their property and the amount of rent they collect, then landlords will stop investing in real estate and housing crisis will worsen.
