Our presentation will focus on the trends and realities associated with CAO and City Manager recruitments and employment agreements. Disaster and Emergency Management (DEM) - An increasingly required accreditation among municipal executive & senior level position descriptions across Canada.

Past and current natural disasters affecting municipalities like the tragic situations in Kelowna and Yellowknife have greatly influenced the qualifications for municipal executive and leadership candidates. Specifically, HumanEdge Executive Search has seen a notable increase among municipal clients requiring candidates to possess Disaster and Emergency Management accreditation and training.

The appearance of legislation among the provinces like the Emergency Management Act in Alberta, have elevated the role of municipalities in the prevention, preparation, and response to all kinds of disasters and emergencies like floods and fires. The appointment of a Director of Emergency Management (or equivalent) has become (in most provinces) a legal requirement for all municipalities.

Among all municipal searches conducted over the last 3 years by HumanEdge's Municipal Practice, 78% specifically required a DEM accreditation. This included searches for Chief Administrative Officer (CAO), Senior Administrative Officer (SAO), City Manager, Fire Chief and Director level positions. The DEM position description requirement is significantly higher than in the past and will likely increase in the future.
