July 8 amendments only reduced building length about 11%. This recently approved infill still sits 6.25 m beyond the front of the neighbour's home and 7.12 m beyond the rear. The building volume or Floor Area to Site Area Ratio of the infill is more than 4x that of neighbouring homes. See comments for more information.

Reducing the number of dwellings and height are fine. However thus will not be sufficient to reduce the negative impacts of significantly greater build volume imposed on neighbouring homes by this monolithic 8 plex Row Housing.
