The 2026 Human Trafficking Awareness Initiative (HTAI) is a coordinated effort by the Commercial Vehicle Safety Alliance (CVSA) across North America to educate the motor carrier industry and law enforcement on identifying and preventing human trafficking.

2026 Initiative Schedule
United States: January 12–16, 2026 (Completed).
Canada: February 23–27, 2026 (Upcoming).
Mexico: March 16–20, 2026.

Core Objectives
Educate: Learning the common signs and indicators of trafficking.
Encourage: Vigilance at high-traffic areas like highway rest stops and gas stations.
Empower: Providing clear reporting channels to law enforcement and hotlines.

Today, the U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) removed two devices from the agency’s list of registered electronic logging devices, or ELDs.
Mountain ELD and
XELD
devices were placed on the Revoked Devices list due to the companies’ failure to meet the minimum requirements established in 49 CFR part 395, subpart B, appendix A. The removals are effective December 18, 2024.

The Federal Motor Carrier Safety Administration (FMCSA) removed three electronic logging devices, or ELDs, from the agency’s list of approved devices.

On Monday, November 18, 2024, the FMCSA added the following three ELDs to the agency’s list of “revoked” devices due to failure to meet minimum federal standards:

Keep Tracking
Rollingtrans ELD – ACCURATE ONE
RT ELD Plus – ACCURATE PLUS
Carriers using one of these devices should discontinue using the revoked ELDs and revert to paper logs or logging software to record required hours of service data, the FMCSA states.

Carriers using these devices have 60 days to replace the revoked ELDs with compliant ELDs from the Registered Devices list.

NOW, THEREFORE, pursuant to the authority vested in me by KRS 189.233, and 49 CFR 390.23, I hereby declare:

That a state of emergency exists requiring relief from the hours of service imposed on commercial vehicles providing power restoration, debris removal, and transporting agricultural products within the affected area; and
That conditions exist further requiring a waiver of stopping at all weigh stations for these commercial vehicles responding to the affected areas; and
The provisions of paragraphs one and two above shall expire in fourteen (14) days or when a state of emergency no longer exists; and
Pursuant to 49 C.F.R. Section 390.23, I hereby waive 49 C.F.R. Section 395.3 for vehicles transporting loads that are for use in (1) providing direct assistance supporting emergency relief efforts including transporting essential fuels, food, water, non-alcoholic beverages, medical supplies, feed for livestock and poultry, (2) transporting livestock, poultry, and crops ready to be harvested, or (3) the restoration of utility and transportation services in response to the Severe Weather Event in Florida for fourteen (14) days.
That all other safety requirements shall remain in full force and effect;
That any driver operating under the authority of this Official Order shall have a copy of the Order in the cab of the vehicle
