বেওয়ারিশ কিংবা অচেতন রোগীদের সনাক্তকরণে বাংলাদেশের সকল টারশিয়ারী/ রেফারাল হাসপাতাল এ Biometric Patient Identification System চালু করতে হবে। সিম কোম্পানী যদি আঙ্গুলের ছাপ নিয়ে সব তথ্য পাইতে পারে, মুমূর্ষু রোগীর আঙ্গুলের ছাপ নিয়েও তাকে শনাক্ত করা সম্ভব। পকেটে থাকা এক ফোন ও মানিব্যাগ যখন সবার পরিচয় শেষ বাহক, তবে বাংলাদেশে তা মরা লাশের থেকেও চুরি হয়। তাই, সঠিক সময়ে স্বজনদের কাছে পৌঁছানো যায় না অন্তিম মুহূর্তের সংবাদ। এজন্যে অচেতন রোগীর জন্যে বায়োমেট্রিক আইডেন্টিটি সিস্টেম চালু করা সময়ের দাবি। নতুন বাংলাদেশে আশা করি এধরণের স্মার্ট সিদ্ধান্ত নেয়া হবে ও বাস্তবায়িত হবে।

~Research proposal বা গবেষণা পরিকল্পনা — কীভাবে লিখবেন বা যাচাই করবেন?~
গবেষণা করতে হলে শুরুতে একটা পরিকল্পনা বা research proposal লেখার দরকার হয়। হতে পারে, আপনার শিক্ষক বা সুপারভাইজরের কাছে একটা প্রজেক্ট শুরু করার প্রস্তাব দিচ্ছেন। অথবা ফান্ডিং/বৃত্তি পাবার জন্য কোথাও একটা প্রস্তাব রাখতে চান। কেবল গবেষণার ক্ষেত্রে না, জীবনের প্রতিটা ক্ষেত্রে নতুন কোনো কাজের বা প্রকল্প শুরুর আগে করে নিতে হয় মোক্ষম ও বিস্তারিত পরিকল্পনা।
এই লেখায় আমরা দেখবো, কীভাবে একটা ভালো পরিকল্পনা বা research proposal লেখা যায়।
গবেষণা প্রস্তাবে যা থাকে তা হলো একটা সমস্যার সমাধান নিয়ে আপনি কীভাবে কাজ করতে চান, তার একটা খসড়া পরিকল্পনা। এটা লেখাটার জন্য কিছু বিষয়ে দক্ষতা লাগে। প্রস্তাবনার একটা বড় উদ্দেশ্য হলো যাঁর কাছে জমা দিচ্ছেন (প্রফেসর/সুপারভাইজর/ফান্ডিং এজেন্সি), তাদের কনভিন্স করা যে,
- আপনি যা করতে চান সেই বিষয়ে আপনার ভালো ধারণা আছে।
- আপনি সবকিছু/সব দিক ভেবে রেখেছেন।
- আপনি যা করতে চান সেটা নতুন এবং ভালো কিছু হবে।
- আপনি কীভাবে কী করুবেন, সবটাই আন্দাজ করে রেখেছেন।
- এবং আপনি এই কাজটা করতে পারবেন।
প্রপোজাল লেখার সময়ে কয়েকটা ব্যাপার খেয়াল রাখতে হবে। কী করুতে চান, একেবারে তালিকা করে তার সম্পর্কে আপনার নিজেরই পরিস্কার ধারণা থাকতে হবে। কিছু কাজ করে রেখে দেখাতে হবে যে আপনি আসলেই এই ব্যাপারে পারবেন। প্রাথমিক যা ফলাফল পেয়েছেন, সেটা প্রপোজালে থাকতে হবে। অন্যদের কাজের সাথে আপনার কাজের কী পার্থক্য, কী ফায়দা হবে, তা লিখতে হবে। এবং সর্বোপরি কাজটা কয়দিনে কীভাবে করবেন তা পরিকল্পনা করে রাখবেন।
*** আবশ্যকীয় প্রশ্নতালিকা
একটা রিসার্চ প্রপোজাল ভালো হয়েছে কি না তা বোঝার উপায় কী?
এই ব্যাপারে খুব কাজের একটা তালিকা হলো জর্জ হাইলমাইয়ার এর বিখ্যাত একটি প্রশ্নতালিকা। প্রশ্নের তালিকাটা নিচে দিলাম। গবেষণা প্রস্তাব লেখার সময়ে এই সবগুলা দিক ঠিকমতো লিখেছেন কি না, অবশ্যই খেয়াল রাখবেন, তাহলেই লিখতে পারবেন দারুণ একটা রিসার্চ প্রপোজাল।
- আপনি কী কাজ করতে চাচ্ছেন? পরিস্কার করে সোজাসুজি সেটা লিখেন।
- বর্তমানে একই কাজ কী ভাবে করা হয় এবং তার সমস্যা কী?
- আপনার প্রস্তাবিত পদ্ধতিতে কীভাবে কাজটা করা হবে এবং কেনো আপনি সফল হবেন?
- কাজটা করতে পারলে কী লাভ হবে? কে উপকৃত হবে?
- কাজটা করার রিস্ক কী? সুবিধা কী?
- খরচ কেমন পড়বে? কতদিন লাগবে?
- এবং কীভাবে বুঝবেন যে কাজটা ঠিকমতো আগাচ্ছে বা সফলভাবে শেষ হয়েছে?
তাহলে একটা ভালো রিসার্চ প্রপোজাল কীভাবে লেখা শুরু করবেন?
উপরের প্রশ্নগুলার জবাব গুছিয়ে লিখে ফেলেন। নবীন গবেষকদের সুবিধার্থে একটা গবেষণা প্রস্তাবের খসড়া নিচে দিলাম। এইসব অনুচ্ছেদ দিয়ে শুরু করে দিন, আর প্রতিটি অনুচ্ছেদে বিষয়গুলা গুছিয়ে লিখে ফেলেন।
লেখার পরে একবার কাউকে দিয়ে পড়িয়ে নিন, আর তাকে জিজ্ঞেস করে নিন হাইলমায়ারের প্রশ্নগুলার জবাব আপনার প্রস্তাবনায় ঠিকমতো করে আছে কি না।

- Summary - এখানে পুরা প্রস্তাবের সারাংশ ১ পৃষ্ঠায় লিখতে হবে সংক্ষেপে
- Introduction - প্রস্তাবের ভূমিকাংশে ১ থেকে দেড় পৃষ্ঠার মধ্যে লিখবেন প্রস্তাবের মোদ্দা কথা, প্রাথমিক আলোচনা।
- Motivation - কেনো এইটা করা দরকার, তা এখানে লিখবেন।
- Related Work - এই বিষয়ে কী কাজ হয়েছে ও তাতে সমস্যা কী, তা এখানে থাকবে।
- Approach - আপনি কীভাবে কাজ করবেন?
- Benefits - আপনার পদ্ধতিতে কাজ করে কী সুবিধা হবে?
- Timeline - কবে, কতদিনে, এবং কীভাবে কাজটা করবেন, তার খুঁটিনাটি পরিকল্পনা
- Budget - কাজটা করতে টাকা বা রিসোর্স কতটুকু লাগবে
- Evaluation Plan - কাজটা ঠিকমতো হয়েছে কি না, তা কীভাবে বুঝবেন, তার কথা থাকবে এখানে।
