The Cook Government’s announcement to reduce unnecessary red tape for lower-risk building work—an outcome strongly advocated for by industry.
From 1 July 2026, changes to building permit thresholds will make it easier to deliver sheds, carports and similar non-habitable structures, while supporting builders to focus on housing supply.
Key Changes
• Only applies to Class 10a buildings (sheds, carports, private garages)
• The builder registration threshold increases from $20,000 to $50,000
• Registered builders are no longer required for Class 10a building work under $50,000
Why This Matters
This is a practical reform that reflects rising costs and the lower-risk nature of these structures. For industry, it means:
• Less red tape and administration for small-scale work
• Greater flexibility across businesses and trades
• Registered builders can focus on housing and more complex work
• More choice for consumers and opportunities for small operators
What Has NOT Changed
For Class 10a work valued under $50,000:
• Building permits are still required
• All work must meet building standards
• Other local government approvals may still apply
• Consumer protections remain in place
Importantly, the $20,000 threshold remains for all other building work requiring registration.
