Although refused by Bayside CC, examination of the officer’s assessment revealed that a few subtle changes to improve the design may result in an approval. It complied with the all ResCode standards, while the refusal was based on "neighbourhood character".

Changes made included reducing the symmetry for the windows for the first floor and relocation of side entry for dwelling 2. Both dwellings initially had entries located along the side boundary, set behind the building line. Dwelling 2 was updated to bring the front entry forward to align with the garage. Consequently, these minor changes allowed for a consent order to be issued via VCAT, without a hearing! Building design completed by KatDesign.
