It sets out a practical framework, the 'sovereignty countdown', for deciding which capabilities a nation must be able to produce, repair or regenerate at home, and which it can safely source from trusted partners.

While the report reflects Steven's views as its author, we think it's a serious contribution to a debate that matters for the country, and we'd encourage anyone working on industrial resilience to read it.
