In the Gospel of Matthew 7:15-20, Jesus uses this metaphor to impart a moral and spiritual lesson:
"Watch out for false prophets. They come to you in sheep’s clothing, but inwardly they are ferocious wolves. By their fruit, you will recognize them. Do people pick grapes from thornbushes, or figs from thistles? Likewise, every good tree bears good fruit, but a bad tree bears bad fruit. A good tree cannot bear bad fruit, and a bad tree cannot bear good fruit. Every tree that does not bear good fruit is cut down and thrown into the fire. Thus, by their fruit, you will recognize them."
This scripture highlights the serious need of discernment in recognizing false prophets or deceptive individuals who may appear outwardly righteous but have harmful intentions. The emphasis is on looking at the "fruit," or the actions and character of individuals, to determine their true nature.
Wolves in sheep's clothing symbolize those who may disguise their true intentions or pose a threat to the sheep under a seemingly harmless exterior.
It’s the responsibility of shepherds to protect the sheep from ravenous wolves in sheep's clothing. Shepherding represents caring and vigilant guardianship over the Lords flock. The shepherd must be discerning and protective, able to identify potential dangers to the sheep, and take necessary measures to ensure the safety and welfare of the sheep under their care.

How about tons and tons of witnesses?
