Health policy inevitably raises moral questions upon which there is considerable disagreement. How can we make fair and legitimate policy choices in cases like these?

One increasingly popular answer is to involve ordinary citizens in deliberation. Although calls for increased citizen participation have now become commonplace in bioethics, there has been relatively little in-depth theoretical discussion about the use of citizens' assemblies in health policy.

This article addresses this gap by systematically examining the normative case for using citizens' assemblies in health policy.
