This part used to be widely available from left over 50yo inventory but that inventory has now dried up. The few that remain are usually crumpled up from being at the bottom of a box for all those years. No clip. And $50 on Ebay.
I had these reproduced from modern EPDM rubber (same stuff used on door weatherstrip). Also had the internal tooth locking ring reproduced in stainless.
One of these are used on 70-74 E body and 71-74 B body AC heater boxes. Also, TWO of these are used on 72-80 Dodge truck AC heater boxes.

STEERING COLUMN INSTALLATION HARDWARE SETS
For all A, B & E Bodies
Steering column gasket, correct ground wire with accurate, reproduction ends (not Radio Shack Sta-Kon connectors), correct reproduction fasteners with correct black zinc phosphate and oil coating. The pictures on the listings show the layout of where all the parts are used. Even how and where the ground strap is installed.
