Well here is the context.

Rule 67 DAMAGES
The question of damages arising from a breach of any rule shall be governed by the prescriptions, if any, of the national authority.

This is simply the educated sailor youths reminding us all of a constantly over looked rule of sailing racing. Good on them!!!

Yesterday the team traveled across the bridge to Beverly for a full five race meet.
