The communications issue was thought to be a stranded train .
There was no stranded train. There was a track circuit malfunction which made it appear to the rail controllers that train 327 was stopped outside Georgia Av at 12:29PM and not responding via radio.
This resulted in Metro controllers stopping all trains behind and eventually single tracking and turning trains around.
At 1:22PM an Emergency Response Team walked down the outbound track from Georgia Av and reported there was no train between the stations.
Train 327 in fact turned around at Mt. Vernon Sq from 12:15-12:21 and operated back to Huntington as 342.
Metro controllers dropped the ball by not having a supervisor/station manager at Georgia Av attempt to visually see the train, also they did not instruct the train directly behind to reverse, offload and do a track inspection at
