“To sag one’s trousers” is to wear them considerably below the waist, thereby revealing one’s undergarments.

Sagging is a fashion trend thought to have originated in the American penal system and later popularized by hip-hop artists. The impulse to sag is hotly debated, but it is generally viewed as a rebellious act, designed to offend the un-hip, non-sagger.
