There is no doubt the easiest way to implement safety settings is at the Router level. You can accomplish this by using the Circle by Disney www.meetcircle.com or the Clean Router www.cleanrouter.com. A big difference is the Circle has a one time fee of $99 for the hardware. The Clean Router comes with a subscription that works out to $ .44/day. The Circle also has the Circle Go option for adding up to 10 cell phones at a fee of $5/month. I didn't see a cell phone option on Clean Router's page. However, I don't think money should be your biggest concern when choosing internet filtering. We're talking about preserving the innocence of your children for as long as possible. How can you put a price on that? Clean Router filters content within a page dynamically. For example, if you were concerned about content on a news page, Circle would allow you to block the entire page or all news pages, whereas Clean Router purports to just block offensive categories on the page that you have pre-determined. They both give the internet a bedtime, they both allow you to pause the internet when you want to, they both allow you to filter content. We use the circle at our house. While it's not perfect, the kids hate it so I know it's working ;)

I like the iPhone family share "Ask to Buy" feature because your child must ask permission before downloading an app. You can be confident they won't accidentally download "Hookd" or a similar app without you knowing. However, there is a major flaw: once you've allowed an app for one child, all the other kids can download it without asking permission. Please share this post so apple will address it.
