📣 Town Center Master Plan 📣

Hamden is creating a Town Center Master Plan to guide future growth, improvements, and public spaces. The Town Center serves as a civic and community hub for Hamden, generally centered around the intersection of Dixwell Avenue and Whitney Avenue.

The plan will look at how the Town Center works today and how it can better serve residents, businesses, students, property owners, and visitors.

We need to modernize our systems in Hamden, be technology forward, and think of software solutions as an investment in Hamden’s future. I’m supportive of the work our clerk is doing here and I’m also supportive of the work being done by our IT Department and Technology Commission.

Quick recap regarding some of last night's meeting...

Hamden has received roughly $2.2 million in supplemental state aid for education. It is anticipated that this money will recur next year and hopefully, in the next year, education funding will be addressed by the CT General Assembly. More funding ought to be flowing from the state down to municipalities for education costs in future years.

Additionally, Hamden has received $1.5 million in one-time municipal aid from the state. Mayor Adam Sendroff's administration wants a structurally balanced budget and does not desire to use these funds for 2026-2027 operations.

I agree. My opinion is that we cannot use that $1.5 million in our operating budget for 2026-2027. That would be a $1.5 million deficit for us to recon with during next year's budget season and this tactic would perpetuate the previous practice of using one-time revenue or fund balance withdraws in the operating budget. We need to rip the band-aid off and avoid these one-time revenue injections.

Last night we voted to put that $1.5 million into an account specified for the Legislative Council to direct toward capital projects. Many of my colleagues agree that this funding should be used to reduce potential future needs for bonding. 10% of Hamden's budget is debt and we should make decisions which will help reduce that over the long term, while simultaneously investing in infrastructure and quality of life improvements that are visible for residents, businesses, and visitors.
