🛑 Urgent Alert for Michigan’s Cannabis Community

HB 4951 is moving fast. On paper, it’s being sold as a way to “fix the roads,” but the real impact could be devastating for Michigan’s legal cannabis industry.

Here’s what you need to know:

What is HB 4951 proposing?

It would impose a 24% wholesale tax on ma*****na, meaning cultivators/distributors would be taxed before the product even hits dispensaries.
This would be on top of the existing 10% excise tax for recreational cannabis and the standard 6% sales tax.

The House already passed it in a 78–21 vote.

Proponents estimate it could generate $420 million annually for road and infrastructure funding.

⚠️This is dangerous for small businesses & the industry. Margins are already razor-thin in cannabis operations. An extra wholesale tax could push many shops, growers, and processors into the red.

Higher taxes often drive people back to the illicit market, meaning more unregulated sales and less tax revenue. Some fear that instead of generating extra revenue, the state could lose money if legal operators shut down.

Many in the industry already warn that this could kill small companies and consolidate power into only the largest players.
