As the holiday season envelops us in its warmth and light, I want to extend my heartfelt greetings to all of you. To those celebrating Christmas, may your homes be filled with the joy of the season, the sparkle of decorations, and the love of family and friends gathered around. To those observing Hanukkah, may the Festival of Lights illuminate your days with miracles, resilience, and the glow of the menorah, reminding us of the triumph of hope over darkness. And to everyone, regardless of how you celebrate, I wish you a time of peace, reflection, and unity in our vibrant community. Enclosed in my newsletter is an update on issues important to District 11, my position on a few hot button items, and a list of events your families can enjoy this Holiday Season.

I've listened carefully to the passionate voices of our community during the recent discussions about the future of Dallas City Hall. This iconic structure, designed by the legendary architect I.M. Pei, is a symbol of our city's resilience, democracy, and forward-thinking spirit. I want to share why I believe we must prioritize preserving City Hall rather than rushing into alternatives that could erase a vital piece of our heritage.
City Hall represents a pivotal chapter in Dallas's history. Built in the aftermath of the JFK assassination, it was part of Mayor J. Erik Jonsson's visionary "Goals for Dallas" initiative, aimed at transforming our city into a world-class metropolis. With its bold, inverted pyramid design, it embodies transparency and accessibility in governmentโprinciples that remain essential today. Tearing it down would not only dishonor this legacy but also diminish our city's architectural identity, which includes other Pei masterpieces like the Meyerson Symphony Center.
From a practical standpoint, preservation makes sound financial sense. We've heard wildly varying estimates for repairsโranging from $50 million to over $500 millionโbut these numbers lack the rigor of a comprehensive, independent facility condition assessment. As I emphasized in our council meeting, we need to "get the facts first." Rushing to sell or redevelop without verified data risks wasting taxpayer dollars on unproven alternatives, like leasing space downtown or building anew, which could cost far more in the long run. Cities like Boston have successfully restored similar modernist icons, proving that stewardship is both feasible and cost-effective.
Moreover, City Hall is the people's houseโa central civic space where Dallasites gather to voice concerns, celebrate milestones, and engage with their government. Scattering city services across leased offices would fragment this accessibility, making government feel more distant and less accountable. In an era of declining trust in institutions, preserving this landmark reinforces our commitment to unity and public service.
I supported efforts to thoroughly evaluate options, including economic impacts, because informed decisions are crucial. However, my vote reflects a belief that with proper assessment and investment, City Hall can be revitalized to meet modern needs while honoring its past. Let's form a task force of independent experts, hold community meetings across districts, and ensure transparency every step of the way. Together, we can protect this irreplaceable asset for future generations.

The upcoming Terminal F is designed to reshape the travel experience for North Texas. The project was relaunched in May 2025 with a fresh $4 billion plan, boosting Terminal F from an originally planned 15 gates to 31 gates โ all dedicated to American Airlines. ๏ปฟ

Construction is already under way โ using modular building techniques that let parts be built off-site, then assembled on-site for speed and efficiency. The first phase (initial gates) is slated to open in 2027, with the full Terminal F expected to be operational by 2030.

On Friday, November 21, I had the honor of joining developers, city leaders, and international investors to turn the first shovels of dirt on the Premier at Midtown, the long-awaited first phase of Dallas Midtown at the former Valley View Mall site.
This is the moment weโve been working toward for years and is now officially becoming the walkable, vibrant, mixed-use urban district weโve always envisioned for District 11.
The Premier at Midtown will bring:
296 luxury apartment homes (many with balconies and skyline views)
13,500 square feet of street-level restaurants and retail
Resort-style amenities including a sky lounge, pool, fitness center, dog park, and pet spa
Hundreds of construction and permanent jobs
Millions in new tax revenue that stays right here in Dallas
This $85 million project is fully financed โ with equity from Panasonic and Toyotaโs joint venture (Prime Life Technologies America) and debt from Dallas-based NexBank. Vertical construction begins in early 2026, and the first residents and restaurants are expected to open in 2027.
This is only the beginning. The Premier is the โactivatorโ piece that will spark the rest of Dallas Midtown โ more housing, offices, hotels, entertainment, and green space across the 440-acre Dallas Midtown District. See my remarks below:

The city has paused the implementation of the alley to curb trash pickup, pending the results of a resident survey that they are conducting. We are requesting that you submit the survey so the city can review the results and engage with the residents before implementing any changes.

City Manager Kimberly Tolbert has delayed the alley-to-curbside trash pickup transition amid resident concerns. This pause gives us time to breathe and advocate for more efficient solutions. Dear District 11 Neighbors,
Please note areas in District 11 that will be sprayed for West Nile Virus
Mosquito samples in Dallas have tested positive for the West Nile Virus. Weather permitting, the area(s)described below are scheduled for mosquito control spraying between 9 p.m. and 5 a.m. each night from Tuesday, July 29th to Wednesday, July 30th.
While the Environmental Protection Agency approves the insecticide for treatment, residents in the above areas should avoid contact with the spray by staying indoors. People inside a vehicle while trucks are actively spraying should remain in their vehicles with the windows up and the air conditioner on until the trucks pass through, and the spray is no longer visible. People who are out during the scheduled spraying time should be alert for trucks and should not follow them. Residents who come into contact with the spray are advised to wash the affected area thoroughly with soap and water. The spray breaks down quickly in the presence of sunlight and has no residual effect.
Protection against mosquito bites
Dallas residents are urged to take precautions against mosquito bites by reducing outdoor activity during the evening and nighttime hours. Residents who are outside during these times should cover their arms and legs and use a mosquito repellent.
Prevent mosquito breeding
Residents should eliminate standing water to prevent mosquito breeding and the spread of West Nile Virus. Breeding places for mosquitoes include swimming pools that are not kept clean, stagnant ponds, pet watering dishes, birdbaths, potted plants, old tires, empty containers, toys and clogged rain gutters and French drains. Eliminate standing water promptly, as mosquitoes can grow from egg to adult in as little as seven days. Dallas residents may receive free mosquito dunks at Code Compliance Services District Offices while supplies last.

The North Texas Tollway Authority (NTTA) will apply a high-friction surface to the Dallas North Tollway mainlanes between Belt Line Road and Westgrove Drive. The 60-day project will involve SundayโThursday night work from 8 p.m. to 5 a.m., including July 2, but will pause July 3โ6 for the July 4 holiday.
