Oakwood Village: Fugitives start surrendering a day early OAKWOOD VILLAGE -- A number of Cleveland-area men could not wait for Wednesday's official start of the Fugitive Safe Surrender program and turned themselves in Tuesday at Mt. Zion Church in Oakwood Village.
