Subject: Condemnation of Statement by Hon. Commissioner of Twic East County
As Commissioner of Duk County, I am writing to formally express our serious condemnation of the statement released by the Hon. Commissioner of Twic East County. We are deeply concerned that his remarks have wrongly associated Hol youths with SPLM-IO activities. We wish to assure your authority and the Government of Jonglei State that Hol youths are not affiliated with SPLM-IO. The individuals who carried out attacks in the island territories are criminal elements acting independently, not political actors.
We extend our heartfelt condolences to all families on both sides affected by this senseless conflict. It is with deep sorrow that we acknowledge the tragic loss of lives in the island areas.
It is surprising and troubling that the Hon. Commissioner of Twic East County publicly suggested that the Hol community is aligned with SPLM-IO. Such statements risk inciting communities rather than fostering administrative cooperation. We emphasize that Hol youths are not part of SPLM-IO, and this island conflict is not political in nature. It stems from misunderstandings that must be addressed administratively.
The root cause of the fighting originated from disputes over fishing activities between the Hol community of Duk County and the Ayual community of Twic East County. This is not a political war. Evidence shows that captives are sometimes released unharmed, which further demonstrates that these are not rebel activities.
We therefore call upon both parties to refrain from further attacks in the island territories and to respect their geographical mandates. We strongly condemn these heinous and barbaric acts of violence. Such brutality is unacceptable, constitutes a serious violation of international humanitarian law, and must be replaced with dialogue to maintain peace and harmony between the Hol community and Twic East County.
Finally, the local authorities expresses its willingness for continued engagement and further discussions. We reaffirm our commitment to promoting peaceful coexistence through dialogue, local leadership, administrative coordination, and support for government initiatives aimed at unity and stability.
We extend our warmest regards to everyone and look forward to ongoing engagement and communication.
