UGANDA’S PARLIAMENT PASSED A HISTORIC NATIONAL BUDGET OF A UGX 84.3 TRILLION FOR THE FY 2026/2027 THAT WAS UNVEILED BY THE MINISTER OF FINANCE HON. HENRY MUSASIZI ON 11th JUNE 2026

Human Capital Development (Education and Health) constitutes UGX 11.89 Trillion out of UGX 84.3 Trillion which is 14.1% of the National Budget.

This validates the fact that, to attain sustainable economic growth and development, the government must invest/allocate more resources in improving Human Capital Development (Education and Health).

Jim Yong Kim (The former world bank group president 1959), “Human capital is a key driver of sustainable, inclusive economic growth, but investing in health and education has not gotten the attention it deserves.”

My Letter to South Sudan Government.
There is no shortcut to Sustainable Economic Growth and Development
It is either we invest in Human Capital Development or we remain stagnant.

The Most Developed Nations first invested a lot in Human capital Development for decades to reach where they are today.

Human Capital Development.
(Healthier and educated/skilled workforce) boosts economic productivity. This is so because they perform complex tasks, adapt to new technologies and innovations which increases the output level per Laborer.

Human Capital Development.
(Improved Education and Health Care). attracts Foreign Direct Investment (FDI). This is so because the country will have skilled and healthier workers who can execute their jobs effectively for instance, Managers, Technicians, and Engineers etc attract foreign companies to do businesses in South Sudan for instance, Century and Crown bottling companies, steel rolling companies and others to come to South Sudan.

Human Capital Development also improves governance system and strengthen Institutions. This is because the educated workers demands for accountability and transparency which enables them to participate effectively in civil life. They can also take up responsibilities by leading institutions like legal, health, finance, Foreign Relations and Trade Promotion which are essentials for our long-term economic development.

Human Capital Development reduces poverty and inequality. Dr. John Garang once said and I quote “ Let take the City/town to the people/village”. This was to improve village Human Capital development so that they become healthier and educated/skilled workers which provides them with a direct pathway to better jobs and income hence bridging the gap between the rich and poor.

SUMMARY
South Sudan deserves better education and health care in order to have healthier and educated/skilled workforce so that the government will Use them to implement its Development Plan.
Less more hiring of Expertise because they are expensive to pay compare to Local trained workforce and above all, they repatriate their income to their country of origin.

ELECTION PERIOD IS AT THE CORNER
We the voters will rally behind the candidate (s) / Political party that will address the issue of Human Capital Development and other Enablers of Economic Growth and Development.
