How can A UNION lack a coordination office to issues ID cards in Eastern counties and Juba?

HOW CAN WESTERN EQUATORIA ARTIST UNION REQUEST ARTIST FOR REGISTRATION WHILE THEY DON'T HAVE COORDINATION OFFICE IN JUBA AND EASTERN COUNTRIES?

In Mvolo, Maridi , Mundri West and Mundri East Artists and Musicians are facing issues concerned ID card while they don't support from the State Union.
