The General Public is hereby informed that His Excellency the President, Salva Kiir Mayardit, is pleased to announce the following Republican Decrees:
I. RELIEF OF UNDERSECRETARIES
Pursuant to Republican Decree No. 107/2026, the following Undersecretaries are hereby relieved from their positions with immediate effect:
1. Hon. Dr. Chol Deng T. Abel, Undersecretary, Ministry of Petroleum
2. Hon. Kuol Daniel Ayulo, 1 Undersecretary of Finance, Ministry of Finance & Planning
3. Hon. Mary Hillary Wani, Undersecretary, Ministry of East African Community Affairs
4. Hon. Dr. Kennedy Gaaniko Baaime, Undersecretary, Ministry of Health Il.
APPOINTMENT OF UNDERSECRETARIES
Pursuant to Republican Decree No. 108/2026, the following Undersecretaries are hereby appointed to the positions indicated against their names:

SPLA-IO Claims Capture of Guit County Headquarters in Unity State
Guit, Unity State — The Sudan People’s Liberation Army-In Opposition (SPLA-IO) has claimed that it has taken control of Guit County headquarters in Unity State following clashes with government forces on Sunday afternoon.
According to a statement posted on Facebook by the SPLA-IO spokesperson, Col. Lam Paul Gabriel, fighting broke out between SPLA-IO forces and the South Sudan People’s Defence Forces (SSPDF), resulting in what he described as the defeat of government troops and the takeover of the county headquarters by the opposition forces.
In his post, Col. Lam congratulated SPLA-IO fighters on what he termed the “fall of Guit County,” adding the slogan “Viva is moving forward.”
The SSPDF has not yet issued an official response regarding the reported clashes or the status of Guit County.

Michael Chiangjiek Geay Mut has an extensive and senior military and security background, primarily within the Sudan People's Liberation Army (SPLA), which is now the South Sudan People's Defence Forces (SSPDF).
He holds the military rank of Lieutenant General (Lt. Gen.).
Key Roles in the Liberation Struggle (1983–2005)
His experience is rooted in the long struggle for independence, where he held crucial security and intelligence posts:
1. Military Intelligence Director: He served as the Director for Military Intelligence in Western Upper Nile (a significant command area) from approximately 2003 to 2005. This is a highly sensitive and strategic role.
2. Security Director: From 1998 to 1999, he was the Director for General Intelligence Service (GIS) and Public Security (PS).
3. Signal Unit: He gained early experience in the security sector while serving in the SPLA signal unit from approximately 1991 to 1993.
■ Current Role: Minister of Land, Housing, and Urban Development
Michael Chiangjiek Geay was appointed to this post in March 2020 as part of the Revitalised Transitional Government of National Unity (RTGoNU). His primary focus has been on reforming the country's approach to land management and urban development.
National Land Policy (2023): His most significant initiative has been championing the revised draft of the South Sudan National Land Policy 2023. This policy is crucial for:
● Creating a legal framework for the efficient and equitable use of land.
● Consolidating land aspirations for social cohesion and economic development.
● Addressing critical issues like rapid urban growth (estimated at 17%), land grabbing, and informal settlements.
●Land Registry Digitalization: The Ministry has been working on a project to introduce a digitalized Land Registry. The goal is to move the custody of land records from the judiciary to the Ministry and create a system that is "free of manipulation, free of fraud and free of malpractices."
● Urbanization Focus: He has emphasized the importance of comprehensive urban policies to ensure cities are resilient, inclusive, and sustainable, often citing the need for South Sudan to emulate infrastructure development seen in other African cities.
■ Former Role: Minister of Interior (2016–2020)
Prior to his current position, Lt. Gen. Chiangjiek was the National Minister of Interior. This was a critical security role.
1. Security Stabilization: His tenure is often credited with a period of improved security in Juba and other towns, including:
2. Eradication of Crimes: Reports at the time praised his efforts in stabilizing security by combating crimes, including those attributed to "unknown gunmen" and other criminal elements.
3. Reformation of Police: He oversaw efforts to reform the police force through training and the recruitment of educated youth.
4. Security Directives: He was known for issuing strict directives aimed at improving public safety, such as:
Reducing the number of bodyguards allowed for ministers and senior officials.
Banning tinted car windows and vehicles without number plates to improve police visibility and security control.
🏛️ Political Affiliation
Hon. Lt. General Micheal Chiangjiek Geay Mut with a military intelligence background, his political appointment comes from the framework of the peace agreement. 2016 . He is a General in SPLA and political Cadre in SPLM.

President KIIR ISSUES MAJOR SERIES OF PRESIDENTIAL DECREES
Juba, South Sudan — Sunday
President Salva Kiir Mayardit has this evening announced a sweeping wave of government changes, issuing multiple presidential decrees affecting top officials in the national government and security institutions.
🔴 1. Four National Ministers Relieved
The President has dismissed the following cabinet ministers in a broad restructuring move:
Michael Makuei Lueth
Joseph Geng Akech
Mijok Majak
Josephine Napon
Further reassignments and replacements are expected.
🔴 2. Inspector General of Police Removed
President Kiir has relieved Inspector General of Police Gen. Abraham Manyuat of his duties.
A new IGP is expected to be announced in a follow-up decree.
🔴 3. Dr. James Wani Igga Appointed Vice President
In a major political development, Dr. James Wani Igga has been appointed Vice President.
This marks the return of a senior SPLM historical leader to the top executive structure.
🔴 4. Central Equatoria Governorship Changes
The President has removed Rabi Mujung Emmanuel and appointed Emmanuel Adil as the new Governor of Central Equatoria State.
🔴 5. Michael Makuei Relieved From Two Key Portfolios
In additional decrees, President Kiir has removed Hon. Michael Makuei Lueth from Minister of Information
And appointed as a Minister of Justice & Constitutional Affairs
New appointments to these ministries are expected shortly.
These sweeping changes represent one of the most significant government reshuffles in recent months as President Kiir reorganizes national leadership across multiple sectors.
