The Government is preparing a major reform of the legislation governing non-EU workers. According to official statements from the Ministry of Labour, the current law will be repealed, and a new legislative framework—developed by an interministerial working group—is expected to enter into force on 1 January 2026.

The new law will introduce:
• Simplified procedures and shorter processing times for bringing foreign workers to Romania;
• Stricter rules for recruitment companies, preventing workers from leaving directly to other EU states after obtaining Romanian visas;
• Strengthened control mechanisms and financial guarantees to ensure proper management of related costs;
• Measures aimed at reducing the gap between the approved annual quota and the number of work permits actually used.

This reform is designed to stabilize the international recruitment ecosystem, reduce uncontrolled migration, and provide companies in Romania with faster and more predictable access to non-EU workforce.
