𝗡𝗖𝗠𝗙 𝗰𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗳𝗼𝗿𝘂𝗺 𝗼𝗻 𝗔𝗻𝘁𝗶-𝗧𝗲𝗿𝗿𝗼𝗿𝗶𝘀𝗺 𝗟𝗮𝘄
The National Commission on Muslim Filipinos (NCMF) coordinated with University of Southern Mindanao (USM) in promoting the concept and importance of the Anti-Terrorism Act of 2020 by conducting a Vlog and Forum on Anti-Terrorism Law on August 12, 2021 at Kundo E. Pahm University Learning Resource Center (ULRC).
Also known as Republic Act No. 11479, Anti-Terrorism Act of 2020 thrives to prevent, prohibit, and penalize terrorism in the Philippines.
Upholding the theme "Anti-Terrorism Law: Awareness and Peace-Building", NCMF aims to encourage the USM students to play their roles in condemning terrorism as an inimical and dangerous act to the national security and the welfare of the Filipino people.
In his welcome remarks, Dr. Abdulnasser G. Makalugi, Dean of the Institute of Middle East and Asian Studies (IMEAS), stressed that every student must participate in the initiatives led by the government and non-governmental organizations to create a safe environment for all people of different backgrounds.
Dr. Makalugi also expressed his appreciation to the participants and gratitude to the respective dignitaries of NCMF for allowing USM to be part of their campaign in abolishing terrorism in the Philippines.
Leading the lecture about the fundamental operating principles of the Anti-Terrorism Act of 2020, Atty. Gapor G. Quituar, Chief of the Legal Division of NCMF Region XII, stressed that among the state policies, the most significant is the protection of life, liberty, and property from terrorism and to uphold the basic human rights of people as enshrined in the 1987 Constitution of the Republic of the Philippines, Article III, Section 2.
Furthermore, Atty. Quituar addressed the questions raised by the participants to clear the uncertainties circling in the conduct of the aforementioned Act and make the forum more substantial and interactive.
Farhanna B. Mangelen, 3rd year International Relations student, asked Atty. Quitar: "As I observed, the law is quite ambiguous since you have mentioned that a certain law enforcer can arrest a citizen without any warrant of arrest, how can we ensure that the law will not be abused?"
"If you are wrongfully accused, the law enforcers will be charged and punished according to what provision they violated," Atty. Quitar answered; "Another thing, you can approach the office of the Commission on Human Rights (CHR) or find the nearest Public Attorney's Office (PAO) so they can address your concern," he added.
The activity concluded through the presentation of vloggers who are expected to convene in a competition organized by NCMF.
