EXECUTIVE ORDER NO. 1, SERIES OF 2026

AN ORDER DIRECTING ALL OFFICERS AT THE NATIONAL, REGIONAL, PROVINCIAL, CITY/MUNICIPAL, DISTRICT, ZONE, AND BARANGAY LEVELS TO PARTICIPATE IN THE WEEKLY FLAG RAISING CEREMONY EVERY MONDAY IN THEIR RESPECTIVE AREAS, IN COORDINATION WITH LOCAL YOUTH DEVELOPMENT COUNCILS NATIONWIDE

WHEREAS, Section 13, Article II of the 1987 Philippine Constitution recognizes the vital role of the youth in nation-building and mandates the State to promote and protect their physical, moral, spiritual, intellectual, and social well-being;

WHEREAS, Republic Act No. 7160, otherwise known as the Local Government Code of 1991, promotes participatory governance and encourages the involvement of civil society organizations, including youth groups, in local governance processes and community activities;

WHEREAS, Republic Act No. 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015, institutionalizes youth participation in governance and establishes the Local Youth Development Council (LYDC) as a mechanism to ensure meaningful youth engagement in policy-making and program implementation at all levels;

WHEREAS, Republic Act No. 8044, also known as the Youth in Nation-Building Act, recognizes the role of youth organizations in promoting patriotism, nationalism, and civic consciousness, and encourages their active participation in nation-building;

WHEREAS, the weekly Flag Raising Ceremony serves as a symbol of patriotism, national unity, and respect for sovereignty, and provides an opportunity to strengthen civic awareness and engagement among youth leaders;

WHEREAS, the Youth Commission Movement, Inc. commits to strengthening collaboration with Local Government Units (LGUs) and Local Youth Development Councils (LYDCs) in promoting civic responsibility and youth participation nationwide;

NOW, THEREFORE, by virtue of the authority vested in the leadership of the Youth Commission Movement, Inc., it is hereby ordered:

SECTION 1. MANDATORY PARTICIPATION
All officers of the Youth Commission Movement, Inc. at the following levels:
National
Regional
Provincial
City/Municipal
District
Zone
Barangay
are hereby required to attend and actively participate in the weekly Flag Raising Ceremony every Monday.

SECTION 2. VENUE AND COVERAGE
Participation shall be undertaken nationwide in the respective areas of assignment of officers, including but not limited to:
City or Municipal Halls
Provincial Capitols
Barangay Halls
Public plazas or other designated government venues

SECTION 3. COORDINATION WITH LYDCs
All officers shall coordinate and participate with their respective Local Youth Development Councils (LYDCs) and concerned Local Government Units (LGUs) to ensure organized, meaningful, and unified participation in the conduct of the weekly Flag Raising Ceremony.

SECTION 4. OBJECTIVES
This Order aims to:
a. Promote patriotism, nationalism, and civic consciousness among youth leaders nationwide;
b. Strengthen partnership between the organization, LYDCs, and LGUs;
c. Encourage active youth participation in governance and community development;
d. Instill discipline, unity, and leadership among officers and members.

SECTION 5. COMPLIANCE AND MONITORING
All levels of the organization shall ensure strict compliance with this Executive Order. Attendance and participation shall be recorded and reported through mechanisms to be established by the National Office.

SECTION 6. SEPARABILITY CLAUSE
If any provision of this Executive Order is declared invalid or unconstitutional, the remaining provisions shall remain in full force and effect.

SECTION 7. EFFECTIVITY
This Executive Order shall take effect immediately upon issuance.
