This is in view of Executive Order No. 110, s. 2026, declaring a State of National Energy Emergency. Filing may be done through BIR electronic platforms, available e-payment channels, or manually at the nearest Authorized Agent Bank.

🛑 Stop! Is Your Land Really Yours? Title vs. Proof of Taxes 🏠⚖️
In the Philippines, many people think a Deed of Sale or a Tax Declaration (Amilyar) is enough. But legally, these are just "paper trails." Here is the law behind why the Torrens Title is the only true King. 👑
1. The Deed of Sale: Just a "Receipt" 🤝
* The Legal Basis: Civil Code of the Philippines, Art. 1477 & 1496.
* What it means: A Deed of Sale is just a contract between two people. It’s like a store receipt—it proves you paid for the item, but it doesn't prove the item is legally yours in the eyes of the whole world until the Registry of Deeds (RD) records it. 🧾❌
2. The Tax Declaration: Just a "Duty" 💸
* The Legal Basis: Supreme Court Rulings (Palomo v. CA).
* What it means: The Supreme Court says tax receipts are NOT proof of ownership. They only prove you are paying your dues to the government. You can pay taxes for 100 years, but a person with a Torrens Title can still legally evict you. Paying taxes is a duty, not a title. 🏛️🚫
3. The Torrens Title: The "Ultimate Shield" 🛡️
* The Legal Basis: Presidential Decree No. 1529 (Property Registration Decree).
* What it means: This law creates the Torrens System. Once the RD issues your Title (OCT or TCT), it becomes:
